This is Rugrats season 8 episode 19 Preschool Daze. This is the episode when Angelica and Susie compete to be the bestest preschooler. And in this scene when Ms. Weemer tells the children to draw shapes she came up to Susie and says to her "Nice equal sides very good Susie" that was the part when Angelica got jealous and started to cheat by taking the little girl's art work and made it her own. That's how she discovered Plagiarism by cheating off her work and made it as her own.
