The solar equipment has to be secured from theft. Also, panels cannot be installed onto a roof that blows off. A few people I know have had their solar equipment stolen. It's more complicated than just handing out solar equipment.

@@waitaminute2015 DID U KNOW SOLAR PANEL DO NOT AV TO B ATTACHED TO YOUR ROOF TO BE EFFECTIVE..GIVE THE PEOPLE CHOICES AND THEY WILL FIND CREATIVE WAYS TO USE THEM..WE NEED TO STOP UNDERESTIMATING OR UNDERMINDING HOW INDUSTRIOUS WE R IF GIVEN CHOICES..ONCE THE NEED IS ALEVIATED THE THIEFT IS MINIMAL..
