    i got stopped police with bailiffs, over parking tickets a couple years back, i asked the police if they finished with me and they yes but the baliffs need to speak to me, i said to police im driving off as i do not legally have to talk to a bailiff and just drove off, they looked shocked and let me go.

    In the early 1980s I got 7 days for refusing to pay a £15 parking ticket it was funny because I stepped out of the Dock as if I was heading for the door the clerk of the court was in total panic as no one was there to take me down to the cells,to this day I never paid a parking ticket...

    Unless, of course, someone in a vehicle too dangerous to be on the road, runs you over and puts you in a wheelchair for the rest of your life. You'll wish the police had stopped that vehicle and had it seized. Too late then, though. The "man power" consisted of police officers and Ministry of Transport inspectors. There are just enough police officers to make sure anyone who does a runner is nicked and everyone else is processed quickly.

    So , moving nearly a ton of metal at speeds less than 70 mph on public roads requires rules and safety checks to stop injuries and deaths ... what it will never happen ...!!! .. happens all the time ..public need to feel safe ... thefts / burglaries .. that happens all the time and will happen .. human greed .. so what is the best priority ... ?

    TFL ( PCO ) and the Met Police will do random roadside checks because unlike most LA licencing teams they don't actually work under the same rules and thus that stupid court judgment that roadside checks/ on street inspection are not covered by the cost of the licence doesn't apply.

    @@Steves_fish Depends on the rules per area , age of the vehicle and other factors there has long been a call for a standardisation of the guidelines for England and Wales. You also have the situation where the Richmondshire/Wolverhampton Licencing teams licence anything and vehicles from their licencing authorities turn up well outside those area's meaning oversight of the licence's is about zero. One of the biggest one's seen recently is a coach operator from Bishop's Stortford who has moved in SEN School work in a big way, their vehicles are now seen all over Southern England and one has to question how much oversight Uttlesford DC has over the licence's

    The driver was asked for his badge number ! Taxis and private hire are randomly checked to make sure vehicles are in without defects.

    They need to get themselves to Rochdale, Lancashire, average age of a taxi is 15 years old, most taxi's here are death traps, the council turns a blind eye as nearly all drivers are Asian, a bit like the grooming scandal a few years ago

    I got pulled into an area like that by the police, as I pulled into the coned area, I stopped and asked the policeman what it was for. Policeman told me it was a brief check and to gather information on peoples travel on that road as part of a census. I asked him if it was compulsory and he said it wasn't but would only take 5 minutes. I asked him to move a cone so I could be on my way as I didn't wish to participate. He paused for a couple of seconds and then went to move a cone to let me out. I can only imagine the look on peoples faces as they saw me leave via the secret escape route. No doubt they can stop you and hold you to check the vehicles tyres etc but don't make it too easy for them or we end up like Nazi Germany. If police want to check the operational parts of my vehicle, they can do it themself, as long as they have the rights to do so. I wont give them permission and I wont be helping them to find anything.

    Quite often they will do the same if a serious incident happened in the road, they will be there at the same time of day to canvass motorist if they saw anything.

    @@LordDeFi Nah complain when on a roadside check something like 10 out of 16 vehicles will fail, and some of those fails will not be minor ones but major like worn brakes, bald tyres or even bodywork damage. The truth is that people who run unsafe and dangerous vehicles should not be doing taxi work full stop, they give the trade a bad name and that contributes to the low opinion of taxi drivers in general plus deferred maintenance is self defeating because when a test is due you have to put that all right to get a pass. That means you spend more money than properely servicing your vehicle during the intervals between the test periods, totally stupid and also very dangerous because if you have say an oil leak that can change, worsen and then render the vehicle little more than scrap metal.

    Whilst you are obliged to stop if requested / ordered by an officer in uniform, you are not obliged to consent to any council /other 3rd party inspecting your vehicle nor are you obliged to give any of these other agencies any information.

    This was a private hire vehicle that was stopped, they are subject to more stringent regulations and their licensing laws fall under Transport for London (TfL) regulations, so in instances like this, where they are clearly carrying out a stop check operation, the drivers do indeed have to be able to prove they are legitimate regarding their license and insurance by law, and this includes checks to their vehicle. If this was a private vehicle that was stopped at random, then TfL wouldn’t have anything to do with them and all the police could request is to see a driving license and potentially search the vehicle if there’s any cause for reasonable suspicion, which is the police’s main purpose regarding this random stop check operations, to catch and deter criminals

    dvsa have pulled me many times as a truck driver and took up to an hour of my working day ,so why not taxi drivers . The police and Council are checking that the driver and vehicle are legal ,making it safer for all on the road including the fare. Checks like this were common in the 70s and 80s when they would stop many cars ,vans ,trucks ,motorcycles and taxies. Time they brought spot checks back everywhere.

    Totally wrong as you should be pulling it over when it is loaded to check that it is truly roadworthy. Think what would happen if you waved a taxi through that was carrying a fare and due to a fault that vehicle was involved in an incident that resulted in an injury or even worse a death. The press would crucify the licencing team and the system for that, implying that vehicles were not correctly checked so bugger your inconvenience me old sunshine as the safety of the travelling public comes first.

    I've had a friend who was a passenger in a private hire vehicle which was stopped for a random test. Both front tyres were illegal, one was so badly worn the wires were exposed and one of the rear wheels had a lug missing. When her replacement taxi turned up they checked that too before they let her get in, fortunately that one was ok....

    I have once been stopped like this in the Highlands of Scotland, just to check tyres, lights and fuel (making sure I didn't use red diesel). Makes sense to do this so now and again.

    Agree. Don't worry about it. My Father lives in Cumbria. He always checks his car before. I'm an ex bus driver. Drove 7.5 trucks. Been driving FLT counterbalance for over 20 years. Can't imagine what guy's go through in bonnie Scotland.

    These are joint operations between TFL and the MET. They check Taxis and Private Hire Vehicles to make sure they are working in compliance with TFL rules and the vehicles are safe.

    I used to drive a total banger, that I kept perfectly maintained. The policeman looked like he was going to throw the book at me, but everything worked perfectly. He finally asked me to turn on the screen washers, and said keep going in the hope it would run out of water and issue a fail. At one point he asked where I was going and where I worked, and seemed surprised someone in my respectable white collar career would drive a heap. Is asking where you work even necessary in a random traffic check?

    Just want to say, if anyone watching finds this a bit OTT then don't drive in the Republic of Ireland because it's regular standard practice here, these checkpoints also do mandatory random drug and alcohol tests for all drivers. Good for road safety, although a bit annoying as a driver as you can be held up for ages.

    Really, how sad you are when the object of that exercise was to check if the private hire vehicles being driven were being used in accordance with their TfL issued (PCO) licence's. That is for a drivers DVSA issued licence, to see if they are carrying their PCO badges on them so they can be identified, if they have the correct insurance, the correct work status to hold a PCO issued licence and if they have maintained their own personal booking records. The vehicle can also be checked for minor faults such as damaged light clusters, non working bulbs, worn tyres and obvious bodywork damage that is contrary to the vehicle's licence requiring such faults to be fixed. Obviously you think that the PCO do this to exort money when the failings if remedied within a small time frame can be sorted out easily, and without a financial penalty, the only time money is involved is if the vehicle is issued with a notice taking it of the road wef that point for a fault that requires immediate attention. The reality is that such checks are done to keep the trade on it's toes in maintaining it's vehicles correctly and to the terms of the vehicles licence, that re assures the public that the PCO is on top of the trade and that public safety is of the upmost importance through a policy of keeping unsafe Taxi's and PHV's off the roads

    In Ireland they random check for bombs or guns drivers may be carrying. It doesn't matter if your vehicle is falling apart or you're so drunk you can't even see. Long as you are not carrying any bombs or guns they don't care about the condition your vehicle is in.

    I have never seen a black taxi stopped and checked. This is where Tfl money is being wasted, you don't need police and so many Tfl enforcement officers carrying out these checks. Black cabs drivers are more non compliant than the ordinary drivers

    Black cabs have more stringent safety checks, and carry better insurance to cover their passengers than "private hire", anyone can come over on a dingy one day and be driving a "Private Hire taxi" the next day, most can't even speak English and doubtfull if they ever had a driving licence in their life,usually they have a guy who takes the driving test for them. They rely on google maps in their lingo, and as for INSURANCE, most non-existant, when checked on their insurance is just for a private car...anything to cut costs to them!!, Take a BLACK CAB ANYDAY, just incase you ever get injured in an RTC, God forbid.

    In the US huge number of folk kick off big style about thse kind of stops and random DUI stops too. The reason they do so is because they believe it infringes their constitutional rights. However, these stops for whatever reason they may be conducted help catch scumbags who are drunk, uninsured, driving unsafe vehicles etc, so what possible 'moral' reason is there to object.

    Not a car - it's a taxi, being pulled over on behalf of Transport for London, to check vehicle and driver licensing. They are only allowed to check stationary vehicles: so the police order the taxi to stop, and then TfL can legally carry out the check. Big issues in London with fake taxi drivers: one guy gets a licence and recruits two or three mates to run a shift pattern, changing drivers, but all using the same licence.

    Check driver is fit & legal to drive, check insurance. The mot could’ve been up to a year ago, it only states the car’s roadworthy on the day.

    @@gasmanrus Exactly, I think cabbies get them 6 monthly, but still faults can occur in between and usually if it’s minor you get written up with a ‘notice to repair’ type of thing, and then you get fined if you fail to fix it.

    Many years ago in Oxford I was stopped on my triumph motorcycle . First they said it was stolen . They kept me detained for ages. They didn't want to listen to what I wanted to say. Eventually I was asked for my drivers licence. Then I produced My log book AND RECEIPT OF SALE. it turns out my bike registration was used on a stolen Ford Escort. They let me go I didn't even get an apology for detaining me or for being abrupt and rude.. is it assumed bikers are thieves.

    @@imrightyourewrong6274 I'd not be surprised if that part was even being automated and would only get brought up if the system flashed up something off. Many traffic police already have systems that use ANPR cameras to automatically query the registration and insurance status of the vehicle. Could have easily have had that sort of equipment installed in the police vehicle parked in the rear to handle checks like that.

    They are Transport for London, and they issue the licences for cabbies in London. Part of which is the agreement that taxi drivers submit to safety and identity checks when requested.

    I am private hire driver in Leeds , while dropping at Manchester airport I got pulled by police inside airport, then directed to a coned off area where all sorts of yellow vests with clipboards were waiting . I asked police officer if we were done and our business were was done , he replied yes but theses guys want a word , there were local taxi license, DWP, custoMs , immigration , , I pulled slowly into coned area and kept moving and ignored all waving to stop and drove out and continued on my way , as I have been told I ca t take flag downs , 25 miles later near York’s/ lancs border I was pulled over by angry police , they said “ my colleague told you to stop , I replied I did stop , he told me my buisnessu was concluded , the others I do t have to speak to , they can’t stop or direct traffic , and I don’t take flagdowns , He went to car , came back after 10 mins and told me to fuck off
