If I had to guess, the politician looking to ban EV owners from evacuating is using the reasoning that if someone heading out of state in an EV runs out of power, there is no simple way to get them moving again, especially if the hurricane has taken out electrical infrastructure (whereas a gasoline-powered car can refill with a jerry can from any gas station or tow truck in a matter of minutes). Maybe once the EV charging infrastructure is more ubiquitous and robust, they would revisit the law.

The electric car thing comes from people who want to use them as public portable generators in emergency situations. But it’s kind of the equivalent of siphoning gas from cars to run normal generators so illegal without the owner’s permission.
