    Processes do not need all time a procedure. Procedure is just a series of steps to follow for doing a specific formal thing. I an industrial production process you might need a start-up and shut down procedure but the process after start-up it is running by itself, without any “procedure” since the running “procedure” is included in the whole engineering design of the process and cannot be altered.
