Goddamn she is unbelievably friendly. Shes wrong, yet 100% honest and reasonable. I have never watched a more huggable cop in my life. Excellent interaction (uploader) cheers that you acted maturely and stood your ground like a gentleman. BTW, just found out what a "tv license" is. I always thought that parking enforcement were the saddest most disappointing failures of life until I learned that grown men and women harass people at their homes for TV licenses. Parents must be real proud lol

When I lived in UK, I had a TV set that I only used to watch DVDs. When the TV licence people came around I told them that I have a TV set but I never watch it and I am not letting anyone into the flat to look around because the burden of proof is on them if they think I am lying. I never heard from TV licence people again.

What she's doing is harrassment, what the TV Licencing corporation does is harrassment. Filming someone who comes to your door & harrasses you is.... ...harrassment? WTF!

If a TV license guy turns up at your house and asks to come in. Say, no thanks, slam the door in his face. He has to present a full warrant obtained from a court, and for that, he has to provide reasonable evidence that you are watching TV without a license. If he can't prove it by something such as a photograph of a TV in your front room, he won't get the warrant.

You're right about the filming though. You can hardly be said to be causing harassment if you're filming people who have come onto your property without explicit authorisation from you. Following someone around with a camera in public might be harassment, despite your right to film in public, but if you're static and they come to you I can't see how they can claim harassment.

At least she was calm and fairly polite about all this, I have had a few bad experiences with police just for walking home from work.

That was SO much more pleasant than a similar interaction with the police would be in almost every situation in the US. There is a lot I wouldn't like about living in your country (including the TV license), but that polite and respectful police woman would be a dream in the US. It was funny to hear her admit that she didn't know the law she was essentially trying to enforce. That's typically an easy admission to extract from a police officer if you can think one or two questions ahead.

I've haven't had a tv licence of about 9 years now and that's despite owning two televisions. The law is quite clear in that if you use these pieces of equipment purely as "monitors" to watch videos or dvds, then you do NOT have to have a tv licence. Any non live, pre-recorded material can be played through them and there's nowt they can do about it. Of course I get the odd inspector now and again as they foolishly think we can't survive without modern programmes. Ha ha, you must be joking!

She categorically stated if you have a TV you need a TV Licence. She obviously does not know that you only need a TV Licence if you watch live television. We use TVs for far more than live broadcasts.

Great video. If ever the police come to your home to "merely ask you something", politely tell them they are being recorded on two separate devices and you'll find their "questions" polite and not a total exercise in time wasting.

I have a TV for games and DVDs but don't have it plugged into an aerial. I've told this to a licence inspector person around 3-4 years ago, while also mentioning that I'm fully aware of my rights, was getting annoyed with the constant threat letters and that I have no intention of ever letting them into my property. The licence inspector told me that was fine. He made a note of it in their records and said I wont be bothered again. So far, so good. No letters, no visits. :P

Poor lass wasn't sure of her ground. All she had to say was to the effect of: "Sir, I have received a complaint that you are causing alarm and annoyance to a member of the public by following him whilst appearing to film him without his consent. This could be construed as Harrassment and a Breach of the Peace. Can you please explain to me why you are doing this?"

Do you use the iPlayer or something similar to watch any shows as they are broadcast? On-Demand services do not require a TV license, but live broadcasts do.

Actually the words you can use whenever TV licencing come to your door is this " I am withdrawing my implied consent for you to be on my property " That means that if they open your gate and walk up the path and knock on the door they are effectively trespassing and can be asked to leave. If they then refuse to leave You can call the Police and ask that they be removed as they are committing criminal trespass. Regardless

She really is a very nice woman Policewoman and he has the right to do what he is doing on his property, she is far too nice a person to be one, and she should get some praise for her tact and the polite way she dealt with this.

Do what i do when buying a tv. You give them a fake name and address. Every time you buy a tv from any store, they send your information to the tv liscence company. I bought my flat screen from tesco's 5 years ago and i when they asked me for my name and address, i gave them false info. i havent had tv liscence visit me once. Problem solved.

This includes the use of devices such as a computer, laptop, mobile phone or DVD/video recorder)....the emphasis being on 'as it's being broadcast' so you can legally own a TV and watch DVD's and videos etcetera without having a valid TV license, as long as you do not use it for watching or recording anything 'as it's being broadcast'.
