He has to by law. All towies have to follow this law but plenty make the choice not to and risk the rarity of coming up against whatever potential consequences and too many people just don't know, so are taken advantage of. Same issues as with the price that is legally set for a drop in every state.

My best friend/room mate is in a wheelchair and it makes my blood boil to see entitled/able bodied ppl taking those spaces only so they dont have to walk as far. Some ppl werent raised right!

If the guy did it right. He could have it tied to the control arm. If the car rolled, itd break the control arm and immobilize it so it wouldn't get stolen. Tow trucks don't really gotta worry about that though.

@@solidmoon8266 Dude, if they can bypass the ignition lock and steering lock, a tiny-ass bicycle lock isn't stopping them. It's a very thin lock too, you can cut those with simple linesmen pliers that fit in your pocket, don't even need a larger cutter.
