What about the runoff of product? Will it damage the parking lines nearby?

Very possibly. Using the power washer to remove the un-wanted paint will significantly dilute the chemical but it is absolutely possible to damage surrounding finishes. Good Point, use caution in all you do!

The product is taginator, want to know if a cold water pressure washer will work also

The heat definitely helps but with a few extra applications and a little more dwell time, the cold water machine would probably get it.
