This is because they are extremely intelligent. Even as cubs, they are aware they can hurt humans. When they bite on to humans, you will see quite often they make multiple attempts until they only catch the clothing. Mirror test doesn't work on bears because they know what they are looking at. The bear species are probably the most intelligent animals after humans.
