Once, there was a master thief named Kakugoro of Yato (played by Umezu Nakamura), who believed that stealing from the wealthy-who themselves amassed fortunes by plundering the common folk-was merely reclaiming what was wrongfully taken, hence not an immoral act. Kakugoro, governed by a set of principles inherited from his predecessor, Goro of Yato (played by Atsuo Nakamura), and strictly enforced among his followers, was known for his justifications that bordered on vigilantism, earning them the moniker "honorable thieves". Throughout his career, Kakugoro never found himself ensnared by the law, aspiring to die peacefully just as his predecessor had.
One day, his path crosses with a female beggar named Okou (played by Keiko Oginome), who impresses him with her integrity after she returns a significant sum of money she found. During a meal where Kakugoro treats Okou to eel, he discovers that she is missing an arm-a result of an attack by one of his subordinates during a raid seven years prior, breaking their ironclad rules. Shocked by the realization that his actions have indirectly harmed an innocent, Kakugoro decides to disband his crew and turn himself in to the special police, known as the Fire Theft Investigators, to atone for his subordinate's transgression. What will be the fate of Kakugoro, the master thief who broke his own code of honor?
