Peugeot developed the V10 for Group C, _then_ had to make it work in a more aggressive tune than its original design for F1 in 1994 (their two programmes were one-after-the-other, not simultaneous). It would've saved money for manufacturers already in F1, but if you were starting in Gr.C and didn't want to spend F1-level cash on the engine then it was a tough deal, especially given F1 had a much higher TV profile, so if you were purpose-building a 3.5 V10 then why not just do F1 and not spread money across two programmes? That was Bernie Ecclestone's plan all along, many speculate. If so, his plan successfully lured Peugeot across... for better or worse. Ditto Mercedes, who left Gr.C and (via Ilmor) supplied Sauber F1 for '94, plus McLaren from '95 after the, ahem, Peugeot engine didn't adapt to F1 spec very well...
