He wasn't corrupt though. Corrupt means you were good, and something or someone corrupted you. Sheev was always a bad person pretending to be good. He was never corrupt, he was evil.

@@ECSOrder66 In politics, being corrupt means something different, it means abusing your position. For example if you're minister of defense and you get money to spend it on defense, but instead keep it yourself, that's corruption. Palpatine abused his emergency powers during the clone wars to turn the republic into the empire.
