Another great video. I think it’s because the Government still treats resale property as generally pricier than new launches, and hence there could be higher statistics of buyers defaulting. By forcing one to use cash upfront for stamp duty, the buyer will have to really access their financial affordability & not be overly aggressive in their resale purchases. As for the other segment of windfall sellers who downgrade to a smaller unit, the assumption is that they will have cash to possibly make full payment, so there is no need to tap CPF for stamp duty in that case.

if people dont have the cash to even pay for stamp duty then property investing is too risky for them. Property investing is not riskless and recent examples in HK, Australia and China will serve as an appropriate reminder. But I enjoy Eric's videos! informative and entertaining!

From what i heard from agents, private resale bsd have to use cash first because lawyers dont have enough time to draw out CPF in time to pay the stamp duty.

Resale got risk mah. What if u buy from your father, etc for $1.5m potential "fake price" for GCB to reduce BSD taxes etc. Govt lose out leh. Must be true sale. New launch buy from Developers no such risk. Once IRAS clear ( ie true sale based on independent parties and market price) then thereafter all can use CPF.
