It's more insidious and sneaky than that. It involves basing Congressional representation and Electoral College votes on Gross state population per the census WHICH INCLUDES ILLEGAL MIGRANTS. So they are being brought in to distort the electoral system even if they aren't individually allowed to submit a ballot. It still affects Electoral College and Congressional representation.

Not at all surprised by Raskin. He's for anything that stacks the deck against fair play.

lol - the census tells us about the population, and tells us about the number of people in a congressional district. Slaves in the South were counted as 3/5 to fluff the numbers of residents in the state during that period, even as those people were not allowed to vote. Apportionment has to do with Congressional representation NOT with who is allowed to VOTE!

THE problem is that the population for apportionment (how many Representatives each state gets in Congress) currently counts ALL PEOPLE, INCLUDING ILLEGALS. It doesn’t give non-citizens the right to vote. It is about the census. Which includes counting residents, which doesn’t only apply to citizens.

Yet another flawless example of why there needs to be term limits and a spending cap on each person in all political elections. It would end most issues, which is why it probably won't happen. Otherwise, it would have been done already.

The requirement for President is NATURAL BORN CITIZEN. The Founding Fathers cited DeVattel in their letters. Natural Born Citizen is defined as a person born on US soil, to Citizen Parents. That's Parents with an S. Plural as in more than one Parent. John McCain was not a Natural Born Citizen; he was born in a civilian hospital in Panama. In fact, Hillary and Obama sponsored a Senate Resolution giving NBC to McCain. Statutes and Senate Resolutions can never make anybody a Natural Born Citizen. Obama was not qualified either. His father was Kenyan and in 1961, Kenya was under the British Crown. We don't need his birth certificate. According to British Law, children born of a British Subject automatically take British Citizenship. So, Obama technically had dual allegiance and to Britain; was that not what the Founding Fathers were trying to prevent? The 14th Amendment removed State's Rights. It made all persons born the US, subject to the jurisdiction thereof. What that has done is to put teeth into the DC Act of 1871 when the US Incorporated. You can't always discern what the Founding Fathers intended just from a document that was meant to be short and easily read by any person. To learn what the Framers intended, you must read their letters, The Federalist Papers and Anti-Federalist Papers. OMG...am I telling people they have to read? If you don't, you will be lost. God said "My people shall perish due to lack of knowledge"

The constitution does not legally say " voters" . That is the crux . It says " persons " because as it was stated women and children could not vote . States were young and fairly empty so in order to be represented they had to count as many bodies as possible. Thats why they also stated that there would be no less that 1 per state .

Voting requirements are clear. You must be a citizen to vote but the census count is a completely separate discussion. The constitution is pretty clear on who is counted in the census, "the whole numbers of persons" should be counted. It dies not use the word citizen

It is illegal for anyone other than a citizen to vote in a federal election but it is also illegal to ask about citizenship

I called my SS office about 2 years ago and they told me they were closed, the only people they were seeing now were foreigners to sign up for SS cards. Maybe this is why the SS office was having problems with cutomer service. They have been so, so busy.

And second of all, the President has to sign any proposed senate or house bill, in order for it to become law. Otherwise, if he does not sign it, the bill needs to go back through both the senate AND the house, AND get a 2/3 majority vote in BOTH houses in order for it to pass and become law. So I don’t know why you’re saying that’s not how it works. In actuality, that is EXACTLY how it works. Op said nothing wrong. It would seem it’s YOU who doesn’t understand how it works.

Jamie Raskin really needs to read the 2nd half of 14th Amendment, where it DOES say that "if the right to vote at any (federal) election be denied to any man being 21 years of age, AND A UNITED STATES CITIZEN, except for reasons of participation in rebellion or other crime, then the basis of representation SHALL BE REDUCED in proportion to those men." So yes, apportionment & federal representation does apply only to US CITIZENS. This is not an extreme right position, it is a Constitutional position.

The problem with the Democrats argument is they are conveniently ignoring what comes after their incomplete quoting of section 2 of the 14th Amendment. They need to read the whole section and not just the part that supports their disingenuous argument. They are right about one thing. The 14th Amendment is very clear. Every person should be counted for apportionment, but it's very clear that apportionment is to be reduced by subtracting from the count any individual that is disqualified from being allowed to vote.

Their mere presence also should not be allowed to effect our presidential elections. The bill being presented doesn't effect apportionment of government funds, only the apportionment of congressional seats and electoral college votes. The 14th Amendment clearly gives Congress this authority (you just have to read the whole thing)

This bill says that everyone should be counted, and that federal funding and services should be apportioned according to total count. The only change is the citizenship question and that congressional seat and electoral votes be apportioned according to population of legal CITIZENS not just voters. Non-citizens, legal or not, have no right to have a say in our government or how the government is ran. The 14th Amendment clearly gives Congress the authority. Just read the entire section 2, not just the first part, like ol Can't-tell-the-truth Raskin.

I lived 5 years in a mobile home park an all that time I never got a letter to prove where I was born nor if I was legal nor how many people lived there, I don't believed that any residents got to report either. And there were mobile homes with 3 or 4 families living in each home that didn't spoke English, some had up to 5 families in one home, squeeze like sardines. The never counted how many persons live in the whole mobile park.

Everyone who is born in the United States is given a birth certificate and a social security number. Between that information taxes paid to the IRS it's fair to say the number of people living in the United States is already accounted for. If you do not have an ID on your person in public in most states it is illegal. Got to have it to drive a car. Got to have social security card in order to pay taxes. All of the information is already there. Anybody who's not in that list is not an American citizen. Therefore they should not be making decisions for American citizens.

No it is so states get funding for programs, schools, roads and bridges ( supposedly what a lie) . And for the # of house seats and senators .
