For subjective refraction room light should be normal but in case of objective refraction (retinoscopy) dim light is preferable.

How we will measure that on near vision patient For example patient see clearly with prescription of +2 but got blur at +2.50 Is that +2 NRA but that patient can't see clearly with power of less than +2 ? Plz explain it.

Dear...NRA and near vision prescription are two different things.
So is the pra and nra the recovery value or the blur value? I'm confused. Patient was blurred at +2.75 but you chose +2.50 why?
