She might have improved significantly with her 100 healings technique, but when Tsunade fought base Madara with the other kage with that same technique they were destroyed, then Madara becomes the ten tails jinchuriki which put him on an entirely new level, this Madara before he absorbed that tree was already much stronger than the Madara who fought Tsunade, but Naruto and Sasuke where perfectly able to keep up with him. Everyone needs to remember that Kagaya was barely going out while fighting Team 7 in the war especially against Naruto and Sasuke because she saw Indra and Ashura in them and sensed her chakra in them when she appeared which is why she touched their faces and cried saying, "my children" (grand-children) but she didn't get to meet Indra and Ashura because she was sealed before they were born by their fathers. She is indeed a lot stronger than Isshiki. She didn't kill him completely and left him with half a body because it's against Otsutsuki rules to kill another Otsutsuki. She had many chances when she could've killed everyone attacking her in the war but her goal wasn't to fight when she was summoned through black Zetsu, it was to finish building the white Zetsu army as she originally planned before she originally got attacked/sealed by her two sons Hagoromo and Hamura because they didn't like the fact she was turning innocent humans into white Zetsus. It also took them months to defeat her showing how powerful Kagaya really is. She was building the army just in case the Otsutsuki might come for her because she betrayed the clan by falling in love and having children with a human (because she's the Princess of the Otsutsuki), eating the chakra fruit, and obviously as we see now, her attacking her possible bodyguard partner, Isshiki. Heck even when she was just activating her Byakugan she was sending MASSIVE waves pushing everyone back preventing them to even touch her showing she didn't have to fight physically against Team 7 relying only on her eye abilities as we clearly saw.

Yaaaa so just a heads up to everyone in the comments don’t think these r the same power levels as dragon ball the power scaling is completely different in the naruto verse. No one is confirmed to be at planet level except for the mother of chakra. At best everyone else would be multicontinental and lower.
