Yeah, people need to know not to step on each others toes, but clearly the system is broken if the customers are not getting their stuff delivered promptly. The boss needs to implement changes so they never get behind on orders.

Yeah, it sounds like the boss is having a hard time being the boss. As a boss you cannot be best friends with your employees. Once you set up the boundaries between your attitude and your actions, you must hold them both accountable for their own actions and inactions. Plus you need to hire someone to deal with these types of issues. It’s called HR and there are many people who have qualifications to be a good HR Manager. Make sure you realize that as a boss you’re expected to be professional and not be best friends with your employees. Sever that personal friendship because it will never work if there are hurt personal feelings that affect your bottom line, taking care of the customer first.

This boss is very slow. He needs to man up and create a standard, follow it, and put a supervisor in charge of overseeing them.

Maybe these two employees need to be put in their place by their boss, rather than the boss having "can't we all just get along" meetings. Their work area is not THEIRS, it's the companies/owners area, and they just work there. I know it's harsh and unkind to say, but an office person and a warehouse person don't sound like specialized high value employees that you should put much effort into if they can't even get along like adults.
