Stuffy sounds better than Stubby for a guy who grew up to be on the faculty of the same college he graduated from. Stubby would better suit the military guy who's so happy with the new nuke. Nuclear testing at Bikini Island left far more radioactive contamination than the Chernobyl disaster. People who lived on Bikini Atoll were told they could return eventually. They still haven't.

You must be referring to Douglas Kennedy (ironic last name, kinda, huh?). He's in billions of films, a lot of them sci-fi.
Didn't recognize Jonathan Hale, but knew that voice.
