Monaco's Mafia: A Money Launderer's Paradise (2001)

Mafia Connections (2002) - Is Monaco about to become a fully fledged Mafia state? It's something concerning many security officials, who question Prince Albert's ability to rein in gangsters.

Apparently the Russians are coming to Monaco, bringing with them suitcases full of cash - the loot from asset stripping, gun running and drug trafficking. They can come to Monaco safe in the knowledge that Monaco residency and banking secrecy makes them virtually untouchable.

An important point here is that this is an ancient video - I live in Monaco and am happy to give a current perspective. The AMAF in Monaco which regulates financial institutions is now very strict. The number of banks operating has come down and anti money laundering and KYC procedures have become ridiculously strict. When I first moved here it was not uncommon to see menus in Russian - they were everywhere. This has changed dramatically as Prince Albert has sought to clean up the reputation of the country from this video. If you go back 20 years money laundering was far more expansive in other jurisdictions, and still is to this day, think the recent story re: Deutsche Bank / Danske Bank in the Baltics. As Monaco cracked down, this money moved elsewhere.

I've been informed that a lot of Russian money ends up in the Grand Cayman, and, instead of living there, they (Russians) live many months of the year in Varadero, Cuba. Opulent living in luxurious villas and sumptuous life styles on the golden sands. All for a fraction of the cost of living in some other Caribbean resort and the Cuban government welcomes the high spending.

Florida is "The Caribbean" of the United States. I would never move to Florida. Every set of laws is BEYONE "business favorable". "Business favorable" is good....until it allows the blanket capability to cheat everyone out of everything. Monaco had this problem, as well. Billionaires with the $ 200 million yachts.....who outright cheated hard working middle class crew members out of the money, never paying them right, on time - if they got paid at all. It is true, Albert changed A LOT of that. He still cultivates "dirty outside money", but they all "contribute" by having to go the Prince's "Fundraising Gala's" , etc. The foreign scum does support ALMOST ALL of the municipal services, etc.

I'm not surprised, in Monaco it's all about money, money, money. For me it's a lost paradise , reminds me of Dubai, reclaiming land from the ocean to built more expensive apartments in the sea to get more rich people in. It's scyscraper after skyscraper. I have a better view to the Ocean then some owners in their 5 storey 30 mil € mansion. I remember it quite well as a teenager on my school holidays and even in the 80s watching Formula 1 but nowadays - pas pour moi, mais chacun à son goût (each to its own) I know indiviuals who bought an apartment big as my dogs' room to not pay tax in their home country. Greed and money should be written on the Monagasque flag. But this is an old video.

Much of what is described in this film continues to happen. However, it happens "differently" today. For example, Albert and his sister Caroline have made certain that these Russians, Middle Easterners and others, are not so much taught how "not to get caught".rather, they are taught to "Get caught less often" and to keep their mouths shut when they do get caught. :) NO ONE is allowed "Residency" unless Albert approves it. He has sole authority to approve "Residency"....at least on the public record. There are approximately 8,000 Citizens by birth in Monaco. There are approximately 26,000 foreigners with Residency. However....there are 310,000 bank accounts. :) :) Stephanie and her husband were divorced 20 years ago. There are news reports less than six months old that Stephanie and her ex husband STILL have joint accounts that serve as a "clearing house" of sorts, into which enormous sums of money from outside of Monaco are deposited, "for a fee". :) NONE of this happens without the approval of the Albert and his two sisters. People who acquire "Residency" do not just "have it" Once they live there, they are absolutely expected to attend a minimum number of "events" in a six month period. It could be the "Fundraisers" for "The Prince's Trust", "The Rose Ball", "Princess Grace Trust", Red Cross, etc. Ask yourselves...."Who are the 'Beneficiaries' of the Trusts" ? :) :) Albert and his family, that's who. :) The whole country is "for sale". Lastly, this film, 20 years old, predicted that Albert would be nothing more than a "figure head". That is exactly what he has become. Caroline is pretty much in control and Albert quietly "obeys Caroline"...or....at the very least, almost always follows her "advice". None of them are happy. NOTHING about the Principality is appealing. Almost all of it is just non stop "negative energy".

I am very surprised by this video and also by the comments left to this video. If you look at the European Directive 2014/107/EU you will know that there is an automatic exchange of information between EU member states. On top of that very strict rules in AML are in order, an obligation any compliance officer withing any financial institution in the EU must fulfill. If no economic origin of assets can be proven, no expert compliance officer will accept any money what so ever! And nevertheless the Treaty of Rome and many other following EU Directives enhance free circulation of capital accross the EU, any EU tax resident must comply with the Legal Obligations of their country of residence. So please consider before emitting such videos or comments.

Every French citizen that moved to Monaco after the Principality's tax treaty with France has his revenues reported to the French fiscal authority. America is the sole country that taxes its expatriates worldwide. A French citizen residing in Switzerland, for example, eventually ceases to be a French resident and consequently ceases to be a French taxpayer. After officially residing six months and a day in the Principality, I ceased to be a taxpayer in my country. As for the Americans, many of them renounce their citizenships every year. America is unfit for civilised habitation. Monaco is an officially Catholic state. Taxation is theft; it's extortion. One should reside where one is well treated. One of the reasons for residing in Monaco is the Principality's unproblematic population. It's most congenial.
