    It doesn't actually work like that, the money spent on enforcing prohibition is irrelevant, simple fact is supply & demand keeps the price fixed for the end user, that never changes. All drugs have a minimum viable dosage & drug dealers know exactly what that dosage is, on the supply side the actual growers, get paid very well for a subsistence crop grower. The vast profits come from the economies of scale by consolidating the supply chain, because the vast majority of drug users never have enough money to pay more. Minimum Viable dose sees to that, Drug Dealers can't put up the end user price, if they want a captive (Addicted) market because the end user need to be able to pay for that dose.

    It is extremely difficult to shut down the supply of the equation because the supply source is outside the US territorial boundary and beyond the control of US government. The USA needs to fight the war on drugs on both fronts (demand and supply). You can understand this from simple principles of micro economics ( market forces of demandand supply)- the higher the demand the higher the suppl due to high profit, and the lower the demand the lower the supply due to low profit.
