Honestly the majority of Quan Chi and Shang Tsung interactions are pretty friendly. It's like their shared hobby of betraying everyone makes them hesitant on betraying each other.

A lot of these dialogues coming from Quan Chi are really deceiving General Shao sure does look like he really wants to kill Quan Chi and wants to take his life and Bi Han agrees with Quan Chi to kill his brother Kuai Liang and it sounds like to me Havik from Quan Chi's spectations that he wants to kill Quan Chi if he doesn't follow his direct orders and terms.
