Michigan's Bottle Bill: Sorting Through a Sticky Situation
In Michigan, taking back returnable cans and bottles is a great way to score some extra cash and keep the environment clean. But it can also be a chore. And critics say Michigan’s bottle deposit law, which was passed by voters 45 years ago, overburdens grocery stores and beverage distributors. At the same time, there are calls to expand it to cover more than just carbonated beverages to improve Michigan’s dismal overall recycling rate.
MLive’s latest documentary explores all the moving parts of Michigan’s bottle deposit system, what it’s getting right and how some think it needs to be improved.

If you have ever visited a state without a bottle law, you can see the difference on every single road, sidewalk or park. The bottle law has made a huge impact on our immediate environment as people will stop to pick up a returnable bottle. Meanwhile, while digging around on my lot, I keep finding non returnable bottles from before the bottle law when into effect.

Bottle deposit laws are fatally flawed for many reasons, in this instance, Michigan. One, recycling is so much more prevalent and easy to access today than it was in the 1970s when the Michigan bottle deposit law was created. It is unnecessary to financially incentivize recycling in 2024. The cost of the deposit has also declined with inflation. 10 cents in 1976 is now about $0.50 today. Imagine if there was a 50 cent deposit on all bottles and cans. Certain special interest groups, like bottlers, would be outraged! And the law is very limited, putting a deposit only on alcoholic and carbonated beverages. The beverage landscape has exploded and diversified since the 70s. Why should people who buy entire cases of bottled water, which cost a lot of money and natural resources to create, bottle and deliver, not have to pay any sort of deposit on those plastic bottles? And why should stores be able to reject legit deposit cans, simply because they didn't sell that brand? That is anti-consumer. Plus, returning these cans falls on poorer grocery store workers and these cans can be disgusting biohazards filled with meth or tobacco residue. Gross. I live in a non deposit jurisdiction. People here either walk 50 feet to the community recycling bin or they take their recyclables 10 feet to the curb. There's trash all over the city because that's how people act in cities. A deposit wouldn't clean things up here.
As a college student, I go around collecting bottles and cans so I can get some extra money. I can make quite a bit every couple weeks (50-75 dollars) if we expand the bottle bill to include water bottles, gatorade, and other drinks like that, it would definitely help increase recycling in the state (and I could make a bit more money). The problem is a lot people don't care about that 10 cents or don't care about recycling in general. People like me will take time to collect these returnables to help increase recycling, but also earn some money.

I live in Wisconsin .. here there is no bottle policy and our forests are disgusting … mostly alcoholic containers but also a lot of pop… right when you drive across the border in the U.P. I can instantly tell a difference

No way!! It's everywhere!! Drunks and party teenagers will always party in the woods and dump empties everywhere!! Even a 25 cent redemption. This is a False narrative!! U can't stop drunks littering, gimme a break

@@TheUPnorth45 are there I've been in the Detroit area for about 2 years now and I really only see them in grocery stores like I'll drive wherever I need to, I'm originally from the west cost where they had their own designated recycling centers and that's all they handled

YES. EXPAND IT. The guy who wants to fight it said it best himself. It makes a huge mess. So let's keep that huge mess out of our lakes, parks, trails, and streets! Maybe pass funding to make it easier/quicker for processing. There's gotta be a way to make it better for everyone, for the good of everyone.

It makes sense since we pay for the bottle deposit anyway when we buy the product we are just getting the money back when we return them.
You notice now the only bottles on the sides of the roads are the ones without deposits. If the companies want to profit off beverage sales they can afford the cleanup.
I think instead of the vending machines where a person is standing there for a long time recycling ♻️ there should be machines introduced where u put all the cans and bottles in the machines counts all the cans bottles in one go I think Australia has this too and its very successful no waiting around

In Maine we have it .05 on cans and plastic bottles of any type besides dairy products, and .15 on glass alcohol bottles. Definitely cleans off a massive amount of bottles and cans that would end up on the side of the road. But still a lot of people that just throw them in their household trash.
When dealers collect the first deposits from retailers, where does the money go? Is it given to the State? Anybody know?
I'm in Nova Scotia, we have enviro-depots to return our cans & bottles. There is a deposit on all beverage containers except dairy based & soy based drinks. 5¢ on all non-alcoholic containers, 5¢ on alcoholic containers 500mL and less, 10¢ on alcoholic containers over 500mL & 10¢ on beer bottles. Also no need to sort by brand, all cans go together, all non-alcoholic plastic go together, all glass divided into clear, colored & brown, etc.

Michigan's Bottle Return Law is great. Not cleaning the empties is a valid complaint though 3:30 If more people washed out their empties before bringing them in to stores maybe that would shut up the experts who keep talking about doing away with the law. I always thoroughly wash out & dry my returnables before taking them in to places like Kroger or Meijer. I can't stand handling nasty, gross, icky sticky containers that smell like garbage

I just rinse my cans out, turn them over on a paper towel, or a dish rack, and into a plastic trash bag. I have been using the same heavy duty bag for 2 years now, with no stickiness or smell.
If Michigan gets rid of the bottle bill then that would mean more trash and more of the cans and bottles in the trash stream
Garbage should be automatic. Glass, plastic and pop can perhaps dividers in one can. A discount on your trash as they collect and sort it all out
Not having a redemption centers is the dumbest thing ever. Makes life so much easier. We have them all over in New York, I will never go back to using a machine
We need to improve our Bottle Law to include these other containers - Gatorade, tea, etc. That is how we will continue to improve our environment. People forget what it was like before the Bottle Law.

I agree, as a Michigan bottle collector at my college (and occasionally sniping a few off the side of the road) we could recycle a lot more if we expand the amount of drinks in the bottle bill especially water. Otherwise I see so many recyclables getting tossed in the trash which is just sad.

It's not well enforced. Big stores can close their return rooms on a whim. If they scheduled and posted certain days, that'd be OK. But you can never tell when their room will be closed. Meijer is the WORST for this. Kroger's pretty good.
Why don't they just make more bottle return facilities for just that

Agree setup return points outside stores and make them big enough that it can auto store and pack the bottles ready for shipment to the sorting and recycling facility’s. No human have to handle the bottles other than the transport people shipping to the facility’s.
they need to put a deposit on liquor bottles too. Then it wont be all this broken glass on the sidewalks. Duhh
Here in Australia we do every can,bottle for 10cents each even wine bottles but not in every state yet i make $150.0 generally every time
Why don’t the state create a sorting, cleaning facility so that the wholesalers and retailers don’t have to do that part of the messy job. Create bottleDrop points like in Oregon and then exempt small retailers from the obligatory take back of being a return point. The drinks producers are already paying a small handling fee and the same could go for the wholesalers to take tatt burden of their hands. The deposit scheme continue to incentivize returns. A digital return solution, Curbside recycling bins with unique Barcode. Scanning that barcode on the bin and then the empty container with a mobile app your account is created the deposit. before dropping it in the curbside recycling bin. It should be a sustainable operating model without state funding for operations of facility but state can fund the initial investment and building of it. All bottles, cans and glass should have to be marked with a universal marking (icon) and barcode identifying the valid bottle as a deposit return in scheme product. Differentiate in state and out of state.
If people rinsed out the cans and bottles maybe retailers wouldn't complain about the smell and the mess
YES I remember how Nasty Michigan was before the bill... Couldn't ride my bike to the store without a flat tire from broken bottle glass.... You better KEEP the bill, it's Michigan's best bill....

I gave friend and Crackhead Ali two trash bags of empty bottles and cans and when they came back after coping a bodaious $20 rock from Big Bill or Little Bill ( his son) my buddy said the Arab at the party store on Warren avenue he ain't taking them then Crackhead Ali started talking to him in Arabic and they cashed them in no problem!!!
My question - Why can’t people give their containers a quick rinse before returning them? Sticky problem gone instantly.
When I moved away from Michigan. I had to get used to not saving bottles and cans for the deposit. I miss that.

You could always buy aluminum cans versus glass and plastic an melt the aluminum down into a ingot then take it to a scrap yard.
Speedway gas stations won't allow returns, so they should not charge deposits.
Less people are returning because they dont care about 10 cents if we start charging more say 20 cents or even 25 cents i guarantee every bottle will be returned and also expand the bill to every bottle, water, juice, and even milk jugs we would probably have a 100% return rate then. Btw if your not aware every single store that sells and charges a bottle deposit fee must take back that bottle no exceptions even clothing stores and if they refuse by law they are not allowed to charge a deposit

While I agree you heard the lady here who represents corporate. "In a ideal world the law won't be taken away" lol they don't want to give us even .10cents anymore. In their mind I bet they want to reduce it to .5cents like other states or get rid of it entirely. No way they increase it to a quarter that's just not something they will agree on for sure.

It's better than a homeless guy dragging a can bag dripping stale beer and cigarette butts through a damn store! Oh yeah rats 🐀 and roaches, so u all feel fake "green"
Extra grocery money for people that really need it. Take that away I bet there'll be lots more littering.
Make recycling programs in cities take them through our recycling bins too. Half the cans and bottles don't work anymore in the local machines. Meijer for instance only takes ones it carries by bar code. Most of mine come from online purchases now. So I have to throw them out.

The lack of recycling is more of a problem. Michigan has one of the lowest recycling rates in the country. That is a travesty.
Keep the law its the only way a kid like me can make some easy cash
Is the retailer going to lower prices once the bottle collection stops? It may cost them money, but they certainly don’t donate their time.

Retailers are reimbursed by a handling fee for the job associated. The fee is partly paid for by the drinks producers and partly paid for by the non-reimbursed/returned bottles and cans.

muscle through it. People are too squeamish. I had to clean up blood, shit and vomit at the rehab center for minimum wage for 7 years.
If every state had a bottle bill more people would recycle. I recycled when I lived in California, but they closed all the machines in 2019, so now it’s all by the pound.

1 dollar is too much, 20 cents would be better. That money adds up, especially since I collect bottles and cans from my college.
The bill should have never passed. I lost my job because of the bottle bill. Dont know why they couldn't use the convicts to clean the roads and such
