That's a dust devil. Quite common throughout the southwest U.S.
Look up the technical definitions of tornadoes. Dust Devils can move around shopping carts but tornadoes can destroy whole neighborhoods

He initiated everything and I kept calm for some time until he became more aggressive. This would have ended differently in Texas where the second amendment is strong, I promise you that. He'd be in jail or I would have protected myself immediately.
