You talk a lot of nonsense. Cape Town is the best run metro by some margin. Most of the best run municipalities are in the WC and are either DA run of run by a DA-led coalition. Calculating which are the best run municipalities includes things like seeing what percentage of the town receives services , not just the services provided to the wealthy suburbs.
