I think a straightforward way of phrasing it is that decan talismans decan talismans, not planetary talismans. Do you think that appies to other lesser dignities like bounds? I know that the type of if dignity afforded by the decans is often considered unique (namely the planet's internal ability, rather than favorable circumstances or conditions).
