They do. Problem is Original documents are rarely used temporary copies or flimsies ste issued the destroyed. If it's not actually critical data it may not be stringen. Also some individuals, like Biden have an astronomically high clearance rating. Much higher than the President! They are allowed more discretion, and wider access to materials. Not all Presidents get the same or even a "High" security rating...Clinton was severely limited in his access by the deep state. Trump also had a limited security clearance based on his affiliations and behaviours. Because Obama was thoroughly beholden to Deep State and GOP/Bush family he revieved a very high security rating. The Bushes of course all had the highest access to data!

It's primarily the responsibility of the president's legal counsel. But in this case, it was a lack of oversight, as compared to Trump and his legal counsel refusing to return documents requested by the National Archives.

Depends on the level of classification and the source of the documents. If it's "Classified" material from a federal agency (FBI, DoA, USPS, etc.) it's basically office documents and is pretty much that agency's responsibility. If it's Compartmented material (that's the "C" in the "TS/SCI" material they had to get the FBI to retrieve from Mar a Lago) that's literally under lock-and-key in a room with armed guards checking your badge before they let you enter and can only be removed from the compartment it's held in by order of up to the Secretary of that department and/ or the President. Like another comment I'm totally stealing this from says: This isn't just apples and oranges, this is strawberries and thermonuclear warheads.

I actually think that it might be quite easy. Anytime a politician, requests, secret documents, they should be signed for, including the name of the person taking them. At a later date, the records department should request them back from the people that checked them out.

Good question. It may be due to the level of classification and that they had no list as a result. FPOTUS45 had documents marked as highly classified posing a risk to national security, which is why the National Archives requested their return.

My question is, who is in charge of making sure the documents are returned? The archivists didn't even know they were missing! What kind of system are they using to keep track of these things? This is getting ridiculous. Those in charge of keeping track of our documents should be held accountable as well!

If they did not prosecute H.Clinton, who had no authority to have classified government documents on an unsecured server in an unsecured basement bathroom, with 1200 classified documents, 22 with the highest top secret headings, then there is no way they can prosecute Trump for having 110 classified , despite the fact he was President and had full unrestricted authority to declassify anything he so chose.

Don’t give up! I know how you feel, how terribly people wanted other leaders to be prosecuted! They waited and waited, it didn’t happen. It doesn’t sit right when people seem to get away with things. We all want fairness and justice! But I was again reading this passage just today, this great reminder that no one gets away with anything:As thousands crowded around Him, Jesus said this, “ There is nothing concealed that will not be disclosed, or hidden that will not be known. What you have said in the dark ( ie: secretly) will be heard in the daylight, and what you have whispered in the ear in the inner rooms will be proclaimed from the roofs!” Luke 12:2-3. Now that should make us all a little uncomfortable.
