Because it is a T-54. It's just chinese. The Soviets provided China with soviet-assembled T-54 parts and eventually China added their own China made modifications.

Most of china's main battle tanks are russian in origin with their own modifications including their MBTs today it was based from abrams

It's a Type 59, check the rear of the tank, it doesn't have the "T-62" style fan cover in back That's how you tell the difference between the Type 59 & Type 69
