I just realized that the koi turning into a dragon lore is so prevalent in Xenokuni. That's also how Oda designed Kaidou's Devil Fruit. Nice work, Shinri!

That's likely why Magikarp (koikingu) evolves into Gyarados, a Chinese (Xenokuni) dragon.
