How do you negotiate with China? 25 years after one of the most pivotal moments in British-Chinese relations, we speak to Lord Chris Patten, the last British governor of Hong Kong. Between 1992 and 1997, Patten kept a diary describing in detail how Hong Kong was run as a British colony, what happened as the handover approached, and his efforts to secure political freedom for Hong Kong’s institutions. Unexpectedly, his opponents included not only the Chinese themselves, but some British businessmen and civil service mandarins upset by Patten’s efforts, for whom political freedom and the rule of law in Hong Kong seemed less important than keeping on the right side of Beijing. With unprecedented insights into negotiating with the Chinese, we’ll discuss Hong Kong, the handover and what has happened since.     Hk people now do felt much better during British rules. They know the motherland will always on their back. Well, many people left HK after 2019 riot to UK, and they felt miserable they in UK. Look at UK and see how many countries they have colonized include India.

    @@peterchen952 That is totally a lie! Hong Kong people doesn’t feel they have the freedom to express their wills and true comments anymore after the protests in 2019. They have tried hard to fight for the freedom and hoping to prevent the dictatorship (China Gov.) to take away their rights and certain level of democratic system which have been developed for the city before China took over it… Hong Kong people are extremely disappointed and lost hope on it’s own city so many professional and middle classes have now left, especially those with children in their family. The parents cannot allow their children being “brain washed” by the NEW EDUCATION SYSTEM as they changed the textbooks for putting the wording sided by the China government more. The China and the “New” HK government has ruined Every goodnesses and it’s advantages, beauty of this city. Hong Kong is no longer the Hong Kong we knew from childhood… Some Chinese / Hong Kong people just sided by the dictator and saying lies to the world. They are those only considered their own benefits or has “brain damaged” 😪😪

    Half of my family is from Shenzhen to HK in the 60's. Just look at the people from HK to UK after the riot and they are still having big problems in finding jobs, yet HK is just doing fine.

    Reading the book now. As a frequent traveler and having lived for quite a bit of time in HK in the early 00s it pains me to see the boot heel come down on this once great city. So far Lord Patten’s book is captivating reading and I am getting a great appreciation for the huge issues he faced. I highly recommend it just based on the first 100 pages - it’s fascinating to say the least and very thorough given it’s a reconstruction of his diary. I’ll watch this after I’m done with the book but for those HKers now behind the curtain and under the heel of authoritarianism I hope and pray that someday HK is free. I’m afraid it’s wishful thinking but I love the people of HK and what they built - a shining beacon that is sadly dimming under the CCP - heartbreaking.

    I visited HK in 96 and 98 (ie the year before handover and the year after) I loved it. I could see a few subtle changes especially removal of the word Royal from the signage, but it was still a fascinating and wonderful place to visit on my second trip. I'm so glad I saw it when I did. So very sad for its people.

    I’m British but I lived there from age 7 (1989) until I was 11. They were some of the most amazing years of my life and I still always think about it (I’m now 39!). Even at such a young age I was well aware of how loved Chris was. The country was buzzing and we never felt any animosity from the Chinese/Cantonese/people born there, and I still have friends there now who all say giving HK back to China in ‘97 was the worst thing to ever happen. It’s so sad! All I’ve ever wanted to do is take my wife and kids there but I have a feeling it’ll ruin my amazing memories. Some things are best left in the past 😢

    In 1997, it was a heavy monsoon rain handover day. Witnessing the history, Lord Patten and his family sadly departed Hong Kong. After 25 years, many people missed the former governor and HK old peaceful days. Speaking Opium Wars, the old world and Britain use the plants as pain killer medical use. The history book did not teach or inform us how 150 years ago Chinese smoke the wrong way as weed or cigarettes and got into addiction? Hong Kong is now a police state and just another Chinese city as pseudo international hub. There are many pro China people as well as enormous loyal British subjects. Evacuate the mass people who want to leave there as possible rather than war again between China and Britain over the joint declaration agreement. Britain knows whatever China will not honour the international treaty.

    Lol You forgot to read history that it was the UK who forced China to use the Opium . When China refused they started to bullied China into the Opium War. During the British rule years Hong Kong never had any democracy . Did you voted for Chris Patton . No he was appointed by the British . The UK was raping Hong Kong with high land taxes this is why they kept the housing prices High .

    The Economist reporter asked Thatcher in the '84 HK presser whether a Chinese breach of the JD would trigger a UK appeal to the Security Council which Thatcher touted as the reference point for the treaty. MT dodged and obfuscated. The reporter reposed the question quite politely again and Thatcher dodged again. It was clear then that the UK wouldn't call the Chinese on any breach in any meaningful way. Afterward, Robin MacLaren (about whom Patten is so glowing in his book) pressed the persistent reporter in a crammed GIS corridor: "How dare you?" thus further fueling suspicion that the 'weight of a treaty' line about the Joint Declaration was merely cover to palm off the HK locals with a false sense of commitment by the Brits. Blame Howe and Cradock, not Youde or Patten, but the lack of political muscle behind the JD was already obvious in 84.

    Let's face it, before the 2019 protests most people (both Chinese and Western World) pretended all was well in Hong Kong. Even Chris Patten himself was not as critical of the Chinese as he is now. I have learned not to expect much from people, especially politicians. They only care about self-interest.

    What we learnt from the evolution of humanity after the world war 1 and world war 2 and one of the last “colonisation” of Great Britain who left her the colonised Hong Kong in such a graceful condition is that we should be grateful. Sadly, the way leaving the Hongkonger behind with the hope that the CPP would ever honour their promise to let the Hongkonger run Hong Kong. We are grateful to the good governance of Lord Chris Patten and the previous governors building such wonderfully effective infrastructure for Hong Kong to thrive. Despite, we, the Hongkonger, where ever we are, will move on to fight the Chinese communists.

    Thank you, our past governor, your analysis was just and fair. I thought it was fair to go back to China because we had leart in history it was out of an unfair treaty that HK was given to Britain! Early HK, knowing from the movies, we knew the exploitation involved on us. That's why when I was educated in Australia, simeone wanted to help me to get a visa to stay, I said no. Only now, I realized so much more about communism. Now, I have to think moving to England or Canada. I care less about Politics until Leung Chun Ying came into the election of CEO of HKSAR. Too late, things were going awkward from there on. ' Cry the beloved country'', 'Cry my beloveed HK'.

    I really hope Chris Patten’s new book could have included the following: Since July 1st this year, Hong Kong has practised police rule, because the chief executive handpicked by Xi Jinping and several ministers of the Hong Kong government are former police chiefs. The “Hong Kong people administering Hong Kong” implicit in the Basic Law is nothing but a huge misunderstanding.

    The key issue was that UK gave up HK so early during 1982 negotiation with China and can't implement a full scale political reform of HK before handover.

    It is inevitable that Hong Kong is going to revert to Communists' rule as Deng Xiao Ping said that even if all the people of HK emigrated somewhere else, and HK is an empty island, China would still go ahead with reclaiming its sovereignty over HK. It really does not matter what democratic reforms were instituted before the handover, the communists were known to not honor their promises. They would dismantle whatever they deemed not conducive to their stranglehold over the territory. It does not take a long time for them to dismantle the superior financial leadership in the world, just because they have the power. With the impending start of the mega, mega project on the Lantau Island, all the fiscal surplus that all HKers put in the past would be gone in a puff. Talking about the One Belt, One Road, HK is the richest stop the colonizing freight train will ever find. 日防夜防,家賊難防.It is all moot now, the surplus that was used to protect the US dollar peg would not be needed anyway as the HK dollar serves no further purposes in the 大灣區

    I didn't believe in the concept of one country two systems. It is, theoretically, a novel and unique concept. Whether or how contradictory systems can survive in harmony under one country aside, the intrinsic characteristics of the autocratic Chinese Communist Party render it unrealistic and impossible for the weakest form of political freedom or freedom of speech or the like to exist or persist. Any potential risk or imaginary risk are "to be crushed at the stage of germination" (CPP's words translated).

    A big THANK YOU Andy from a Hongkong citizen who lived through the British rules as a child n the full 25 years with my own people in charge of my own home! I remember in Colonial days all our governers were appointed by Britain n all senior government posts were filled by British with local residents doing only administration jobs. We were only taught at school that it was a trade dispute between our two countries n that some Chinese in Canton had aggressively attacked British nationals that led to a war in which China lost. Then the last governor Chris Patten went all out to promote democracy n human rights when we never had any of that all those years! What followed was actually more dirty on Britain's part: the Colour Revolution in 19 in the name of democracy which burned my city beyond recognition ! And America has also played a major role in it. Thanks to the National Security Law implemented by CCP, the year long violent war like riots were squashed n my city is on the road to recovery ! Hongkong is lucky to have such strong support from our motherland. It could easily have been the next Ukraine ! Having said that, I'm sure these two devils will never leave us alone ! I'm confident our newly elected Chief Executive, Mr. John Lee, who comes from our Security Force, will do a great job in my city's n my country's security! Jiayou Hongkong ! Jiayou China!

It’d be too naive to believe the communist would ever change or trustworthy for one second! The communist refugees fled to HKG during the mascara and built the most successful city with blood and spirit! Once again history repeats and HongKongers’ are forced to flee our wonderful home when being robbed and demolished most brutally by the ‘deathless-communist’!!!☠️☠️☠️ Endlessly devour till the end as it’s instinct!💀🤢💀🤢💀

    To Tsao Tsip: I agree with the nurturing of middle class in HK and Singapore alike, but cannot agree with your point on the workers from Guangzhou and Fujian going to work in Malaya "voluntarily". Most of them left home and family unwillingly, just with the hope of gaining higher wages in the plantations and mines.

    Why would you as host stopped Chip Tsao’s important point of promoting the proper and just perspective of British Colonialism among the going more and more leftist liberal colonialism condemned intellectual in UK? Isn’t your channel British and international viewing at all? The value of Lord Patten writing this book is not just purposed for Hong Kong reader but as both a memoir of his term of governorship of Hong Kong and the true effects and benefits of what British Colonialism brought to the East by literally creating Hong Kong! You just do not want to take on the view point of Chip Tsao and true purpose of Lord Patten’s book.

    Britain didn’t take Hong Kong from China, HK was part of Qing Dynasty, it was never under Chinese rule before 1997 And yes, election was introduced in colonial era, but HK is being de-democratised under CCP regime

    @@hkpfalldie Real thing weird about Hong Kong is that: it was under Manchurian ruling at Qing dynasty, who was an invader to the Chinese. CCP is also an outsider compared to traditional Chinese dynasties (a doomer to Chinese culture, more precisely). That makes Hong Kong never been under a true Chinese power during all time. Hong Kong's fate is still to be made by a true Chinese era. As to the OP: Cantonese during the Opium War at Kuang Chou just watched the army of Qing fighting their own war against the British, some of them even helped the British. HKers are mostly Cantonese. I think that history will repeat in the future.

Your ideas are confusing, it seems that you are telling our last governor he should have brought out the book 20 years earlier? Apart from this, I have trouble understanding you.

    On the account of political freedom, HK never had a referendum on who is chosen to be the governor of HK, how can Mr. Pattern say HK had economic freedom and political freedom working harmonisly, Im rather skeptical🤔🤔 IMHO, the political freedom that UK government wanted for HK was a political time bomb laid for the PRC, as UK know China government and their people will not be able to adopt to such a game! Politically, Britian is just as dirty, same 💩 different smell! One credit I must give to the British government is that they used HK people well during the colonization period, they had better plannings and implementation of policy! But it was all for the British own good not the HK people in essence!

    Most countries benefited enormously from colonization. Ask Yemen how they fare. They were never colonized. The whole debate about empire is completely distorted by the recent ideology of nationalism. Ancient peoples did not care what nationality their leaders were. Darius or Alexander? Nobody cared at the time.

    Why didn't you have the guts to discuss your concerns then. What did Boris or other precendors do to safeguard China follow through with the signed treaty of two systems One China? Nothing. So Why voice your concerns now ? It is too late. UK participated in the downfall of Hong Kong today. You should have foresight rather than given in then. Why did you hand over the whole Hong Kong instead of the area that is leased ?

    I really hope Chris Patten’s new book could have included the following: Since July 1st this year Hong Kong has practised police rule because the chief executive, selected by Xi Jinping, as well as several ministers of the Hong Kong government are former police chiefs. The “Hong Kong people governing Hong Kong” is nothing but a huge misunderstanding.

    By "Chinese" Patten should have emphasised " Cantonese". Cantonese and Chinese are very different creatures. Today, the word "Chinese", in regards to the ethnics, culture and heritage, language etc...have been stolen by the northern barbaric post Manchurians who are the leading group of the CCP, not Han! As a Cantonese myself I find it very offensive and insulting when people from elsewhere come up calling me Chinese and speaking Mandarin in front of me. Premium disgusting!

    In all onesty, I believe that Lord Patten had mistaken colonialism with democracy. They are not the same. During the colonial years when Britain ran Hong Kong, there was never ever a day of democracy amongst the Hong Kong residents. In fact, all decisions were made from the top down by the colonial government of the day, there were no voting system in place. It was a well known fact that Hong Kong residents were treated very poorly by the colonial government. For over one hundred years, there were no housings, schoolings, or health care systems for the Hong Kong residents. Poverty was the name of game when most, if not all, Hong Kong residents had foods to feed themselves or their kids. So, did the British Colonial Government do a good job in Hong Kong Obviously not! It was a joke that the British government would even suggest "One Country, Two Systems" or "Hong Kong People Run Hong Kong" near the end of its colonial grip on Hong Kong!

    Figures and events in the history, if properly revealed, cannot lie. Colonialism under the pre World War II and the post war foreign affairs administered by the British Empire/Government had rather different impact on the local developments (you can look up the OECD definition). Depending on how you draw the boundary of the 100 years, the interpretation would be rather different. If instead you take a shorter unit of analysis by 50 years since the 1967 riot, the comparative figures would inform the analysts that British government did something right, maybe in the wake of what the Chinese were doing across the border. Do not try to change the history just because the motive of colonization was controversial at the start.

    Hasn't he done enough damage to HK when he was the incompetent governor?He still cannot let go of the fact that his effort to dismantle the agreed system in HK failed miserably and he has been smearing the place and China ever since then even though he continues to go back to HK to enjoy the prosperity and freedom there.

    Slavery is more than just involuntary servitude. It is also the subjugation of the mind, the reality that no matter how talented you are and how hard you work, the White Englishman will always be above you and control your destiny. Hong Kong's recent development was entirely due to Mainland China and the ability of the locals to exploit labor in Mainland China. There was nothing pre-WW2, and no real Silicon Valley style innovation and technological creation to speak of even at its height (on the contrary, that innovation is currently being created in Shenzhen). Hong Kong may have been handed over, but most Hong Kongers are still slaves. This is why the statement that China needs Hong Kong but not Hong Kongers is a correct one. Hong Kong urgently needs to implement 'decolonization'. Specific steps as follows: -Ban the use of Cantonese and Cantonese surnames and change the "Chinese" language to Mandarin and Mandarin Chinese surnames. All government functions are to be conducted in Mandarin or English. -Teach the people here proper English, not the mumbo jumbo spewed out using Cantonese as a base and memorizing idioms without understanding underlying meaning. -Immediately change all street names with colonial references to Chinese names, and change the direction of the roads so they are consistent with the PRC -Immediately remove the veterans memorial statue in the middle of Central and the St. John's church. Offer to give it back to the UK in peace, or else bomb it if they don't agree. Do it in the middle of the day so everyone in Central can see. -Immediately replace the Chief Executive and all of the major executive positions with people from Mainland China directly, as the so called 'pro-Beijing' camp are also slaves -Report the "Mr. Tsao"s of the world, the slaves who speak out, and their apologists at universities such as Johannas Chan, and their families up to the 9th generation (there's meaning to that, look it up) to the National Security Office. -Marginalize, diminish, and economically destroy the slaves naturally, by no longer tolerating (either from the PRC side or the non-PRC side, especially in business) lack of ability, poor English skills, poor Mandarin skills, undeserved entitlement, insecurity, rioting, and lack of respect for their own self. -Invite a new, post 1997, post colonial generation of bankers, lawyers, and accountants from the UK, Australia, Canada, and maybe certain talent in the US (not ones with a hegemonic worldview) and Canada to be the real international liaisons with the PRC, those who do not have colonial mentality but who can actually speak English, understand Western culture and not just memorize it, and add value for the PRC's economy and for their own professional careers. -Invite suitable talent from the Mainland on the condition that they do not aspire themselves to be slaves.
