Hi what engine is this please? Would a 15HP be underpowered for a 4/5 person crew?

The engine on this is just a 9.9hp. It’s my wife’s boat and she likes just to go steady. We mostly use it to lug stuff around to the beach. If I take it out on my own I can get 18mph on the GPS. Not sure what it would do with 4-5 adults. I reckon a 15hp would be fine
