What are the rules to make melody? If we use E major for instance, should I use E major scale as melody too? Can I not use the scale? Thanks

Im trying to figure out that question haha. But for this one I mainly used the E blue scales and borrowed from the key tones of the current chord

But to play it safe you could stick to the pentatonic scale and borrow some key chord tones to add some colour
