[LIVE] Parliament debates 2 motions on Singaporean jobs, livelihoods and foreign talent policy

Members of Parliament on Tuesday (Sep 14) debated two motions proposed separately by the Progress Singapore Party's Non-Constituency Members of Parliament Leong Mun Wai and Hazel Poa and Finance Minister Lawrence Wong. The motion filed by Mr Leong and Ms Poa seeks action to address "anxiety" among Singaporeans for their jobs and livelihoods "caused by the Foreign Talent Policy" and that by Mr Wong will call on the Government to secure the wellbeing and livelihoods and Singaporeans in a post-pandemic world. He will also touch on attempts to spread misinformation on free trade agreements like the Singapore-India Comprehensive Economic Cooperation Agreement (CECA). cna.asia/3tCYhUG

    CECA is a trade agreement. Its not abt Indian qualification, skillset & jobs. So why ask supportive or not supportive? If it support & contribute to Singapore economy then yes but its not free & freeflowing.

    My concern is given almost every FTA SG signed is with a foreign country, if anyone questions any FTA will they be charged for racism since FTA is tied to a foreign country?

    One of the pressing issues here are younger Singaporeans in hiring position are not willing or refused to hire matured Singaporeans over 45 years old even though those above 45 years old and retrenched or unemployed and were once a pmet are prepared to accept lower pay. I could perhaps understand for SME bosses who wish to reduce their overheads, they prefer to hire foreigners from Myanmar (and there is a growing number of them in S’pore) who are cheaper, but what about the MNCs, the banking & finance industry and even government departments? Matured Singaporeans face the same discrimination when applying to these institutions for jobs. Before pointing fingers at foreigners, Singaporeans first must exam their own attitude towards matured Singaporean workers. In fact, I have seen how younger Singaporeans in their 30s showing contempt and dislike of their matured colleagues.

    @@ongajong yes, agree. This is a reason frequently given to justify why they refused to hire the older Singaporeans. I think the government has not done enough to educate Singaporeans in this area. Even my son’s primary school schoolmate mother lamented that her son had a older form teacher instead of a younger form teacher coz the older teacher is not fun. This is where charity begins at home.

    If there are 25000 PMETs position to fill, I cannot understand many of our university graduates are driving Grabs and taxis. Where is the problem. Failure of our universities? Some foreign PMETs were found to have fake university. Our university graduate is not as good as those foreign PMET with fake degree. Our GDP was $35K in 1995 and currently is $85K but our cost of living has gone up faster then our GDP. The cost of Wanton Mee was about $1.00. The cost of Wanton Mee is about $3.50. The cost of flat direct from HDB is more than five times higher. Our cost of living has gone up. Our standard of living did not go up. Most Singaporean(excluding those very high income group) are actually poorer today.

    Pls look at the facts, based on our graduate cohort, more than 90% of each cohort is able to obtain jobs, hence ur statement of many graduates driving grab is untrue. Our unemployment rate is so low. U mentioned GDP moving faster than cost of living. Median income has grew from $3000 in 2010 to $4500 in 2020, that’s a 3-4% growth y-o-y. That growth is faster than the cost of living, just look at the Consumer Price index (CPI) a basket of commodities and goods, its growing at a slightly lower rate. Pls get the facts instead of just assumptions. To be fair, the gov has done a good job.

    More educated but with less pay. Last time in the 60s granddad works as a coolie and is able to support 10 kids with a stay home wife. Now study so much get decent job also have difficulty raising 1 kid.

    @@benjaminwee9815 How many times have you taken a Grab or taxi? What is your normal mode of transport. If you have spoken the Grab and taxi drivers, you will know what I have said is true. This is also mentioned by PSP. The minister did not disagree. "90% of each cohort is able to obtain jobs." Did they get the jobs they are trained for. Does the job include driving Grab or Taxi? I do not know how the CPI is calculated but I know a bowl of wanton mee cost 20% more than it was 3 years ago.     I am in support of having opposition in parliament as that provides a devils advocate views on the government policies… but if its not being represented credibly, its wasting precious time, and a precious seat in parliament which another opposition representative, more credible, can achieve more in helping Singaporean secure jobs.

    PAP has lost half the battle even before it starts debating defending CECA labelled it as racism. The other half is lost when they refused to provide any data on jobs benefiting Singaporeans.     I don't hear you complaining about FTAs that benefit Chinese migrants from Malaysia, China, or even Indonesia. Those FTs make up a much larger % of overall FTs, as you can tell from ethnic demographic changes remaining stagnant over the years. You are just racist pricks.     LKY has never "beat around the bush" like the currents ministers, Mr Lee was articulate and get his point across and we felt enlighten. These current ministers likes to say the obvious that we already understood yet they keep repeating the same things as if these ministers thinks most Singaporeans are idiots. Then they go round and round, but always the same, they simply can't step out of their comfort zone and deal with the issues more candidly.

    Imagine a scenario: high rate of local unemployment in a particular sector, and filled by highly qualified foreigner: this sector will become much more competitive and productive as compared with other countries. So this sector may be getting much higher income as compared with other countries. But the higher local unemployment is creating a wastage of resources, and if they suck up social welfare services, it is just lowering all the higher income we have gained. So one sided argument is always very short-sighted. Every person and resources, and every statistics need to carefully weighed and rebalance.

    Imagine a scenario... The highly qualified foreigners attract more business to set up here creating more job opportunities. This allows locals to build up the needed skillsets. Meanwhile, because of the better business, the economy gained. And more locals can find jobs in this AND other sectors... There are OVER 20,000 jobs opening... how many unemployed/underemployed do we have?

    I also notice the government never uses the term citizens in the data but locals. Locals also include PR and newly minted citizens. . I suppose if the data are skewed against citizens, its not helpful to separate the citizens and PR statistical figures.

    Naive to think that with foreign talents gone, good jobs will be filled automatically by locals. As a recruiter, we are desperate for local tech talents, but the numbers just can't meet the current demands. If MNCs can't fill talents here (local or otherwise), they will simply shut down teams and move to offshore locations ie. Philippines which I have seen happened in the past years. This will come along with displacement of locals.

    There are still a huge pool of pmet. The older Singaporean pmet still do not have job. After so long of unemployment, savings & reserves are depleted & skillsfuture credit of $500 are used up very quickly even though much is required for other upgrading courses. There are many focus group getting feedback for what can be done for these older Singaporean pmet but albeit not heard by govt.

    @@soreeyez Don't assume. But there are a huge group taking upgrading. Some are engineers. Few years of unemployment already. You can see desperation in their eyes. More so for guys who have aging parents at home. Some have parents with dementia/alzheimer aging problem. Sibling have mental issue certain degrees of schizo so left the job to look after his brother. Couldn't take up senior position overseas. A few others you see at focus group when they share.

    Long Mun Wai must Introduce to the government those foreign investors that Leong knows can Invest in Singapore & Fulfill PSP requirements. Can Fool Fill or not?     @@nanyanghuayi live on our savings for a year or two is no issue, help the very poor and keep infections number low. Nearly a thousand cases a day is horrible. Last year original strains on young foreign labour and they are strong to ward it off with or without medications. This round, infected person's are mostly from residents outside dorm, and the health is sure not comparable to our young foreign labour. If it spread, the whole family may be wiped out....and don't think the vacinne can protect your life, if it is after 6 months, then our immunity need to be robust, which many of us are not since handphone is the 2nd line after food, then sleep come in 3rd. I see bad things if infections not curbed now.

    Minister LW: Your arguments are rather unconvincing. Your "data and evidences" are sparse. Please release detail data for say the construction industry. Also please look at how many construction companies' treatment of mid level staff like site engineers. 3rd world labour costs for 1st world work? We are sourcing for engineers from cities like Sivaganga for Sgd 850 a month. Which NUS, NTU or SP, or NP engineering graduate can compete with them? CECA is really affecting engineers in some industries. The document may be water tight, but execution by HR staff showed otherwise. As an aside, if we expect zero tolerance for bad behaviour, why are we allowing foreign born Singaporeans and PRs from a certain south Asian country from coming through our airports? Since they still have families back in their former home countries, should we not hold them off and explain to them this is a necessary sacrifice for the integrity of their new home country.

    The problem that Singaporeans are facing the high "standard of living". Everything is very expensive in Singapore and many jobs don't really pay us well to match with the high standard of living.

    As an Indian who studied at NUS, I feel sad that India is losing professionals to Singapore. I hope India creates so many opportunities that qualified professionals don't have to go to foreign nations. As an anecdote, almost 90% of Indians in my class at NUS have returned to India or have gone to other western countries. Which is good. Studying at NUS has given me one precious skill, which is, it has given me the confidence that I can learn anything new at any time without difficulty for that I will always be grateful to my alma mater.

    He is wasting the parliament time. The speaker of parliament is very patient with him. When Leong is speaking the speaker is very impatient. Mr Leong has to tell him to give him to complete what he want to say. I thought speaker of parliament is supposed to be neutral.

    Lol, do you know how many small to medium sized companies have difficulties finding local employees? It is not that there is no opportunity for Singaporeans. Many locals are just extremely picky, and they all want to enter big MNCs. They want high pay, good work life balance, no overtime and definitely not an oppressive local company. And when they finally enter into MNCs, they will complain about the ceilings for locals. I mean com'on!

Perhaps you may share statistics by nationality among foreign workers if it is really India at highest or different nationality among total number of foreign workers( workers and not students).

    FTA does not relate to immigration as they are trade agreements and not immigration agreements, even if you say that , then what about other FTA as China FTA , USA or other that makes majority of foreign population and highest turnout of PR compared to India who is at 3rd spot behind.

    When we built The Esplanade , it was first and it was first in South East Asia. I was involved as Senior Electrical and Sr Project Engineer from starting of Electrical work in November 1998 till TOP and completion of DLP in May 2003. My dedicated 4 and half years there.

    Sure, let's shut-down FTAs. Let's turn back foreign investments. Since you're so highly educated in the field of economics, why don't you propose an alternative export for Singapore? Perhaps natural resources? Oh wait, we don't have any. How about technological innovations? Oh right, your son doesn't want to create his own start-up.     @@hydroschua5018 Why is CECA being singled out? Most of our FTs come from Malaysia. The key issue here is xenophobes are unhappy to see 1.2 (arbitrary) brown individuals for every 10 Chinese individuals they come across compared to the previous figures of 1.18 (arbitrary).

Nevertheless, I remember watching a short video clip of debate between British Prime Minister Theresa May and Labour Party leader, Jeremy Corbyn. It's nowhere like a trial in court. Tan Chuan Jin the Commander EXPECTS ALL SUBORDINATES TO ACCEDE TO HIS INTENTIONS, NO QUESTIONS ASKED. On the mass media, he APPEARS TO BE UNDERSTANDING OF THE AVERAGE SINGAPOREAN. In reality when you speak to him face-to-face, the DESPOT TAN CJ EMERGES AS IF DR JEKYLL MORPHS INTO MR HYDE right before your eyes.

    The issue is not to chase away foreigners but to have a ratio quota where in any other country would not permit foreign quota to be more than 1/3 of the company size. My local born brother in law with a PhD from Singapore, coupled with many years working in top notch university hospital , applied for a job in Singapore only to interviewed by two foreigners HR staff. Isn't this a common sight in other countries where foreign HR staff interviews our local qualified Singaporean. I can understand if the panel of interviewers are made up of both local and foreigners but only foreigners! No where in the world will this condition happen.

    Being a Singaporean and having lived most of my adult life here with a couple of years overseas, I love my country deeply but in the same breath have to see it go. Let me explain…You see part of the reason why such topics/debates seem like they beat around the bush is really because there is NO viable solution for a small city state that is at its peak of maturity. I am sympathetic to any government who is in charge today, be it PAP, PSP, SDP,WP trying to deploy tactics, steering and policies to secure our nation and our economical survival. The truth is that Singapore because of its inherent risks in our geography, zero dependence on oil, next to no agriculture or primary industries, will forever be reliant on a “people factory” strategy. By this I mean making/importing/luring people into the “factory” and railroading our lives by way of eduction and policies towards a singular aim; economic growth at all cost, (some would argue survival). This is no wonder, after 2-3 generations materialism is a strongly held value embedded in our lives and psyche. The signal/barometer of economic success (or failure) can be seen through the lenses of material wealth… Frankly for us to have got here after we gained independence was a combination of hard work, sheer will and a truck load of luck- but inherently we knew deep down that growth, prosperity (especially propagated on economical growth) will taper off eventually. It has to. And the “people factory” needs to be fed with new fuel. whether it’s Singaporeans, foreigners or even full automation and AI one day. And so because the economy is our singular focus, the group set of decisions and dilemmas are always the same; if we impose minimum wage =we lose competitiveness. If we clamp down on EP holders= we lose investment. You are damned if you do and damned if you don’t. A Singaporean friend of mine who has since left Singapore has an interesting viewpoint. He said Singapore today is an opportunity for the Singaporean to be born into privilege, raised in safety & comfort and educated in local institutions. Perhaps enter the workforce for a few years, “collect your bag of chips”(subsidised HDB) and essentially satisfy the lower tiers of Maslow’s hierarchy of NEEDS in one’s life, basically everything other than self-actualisation. In and of itself this makes sense to me. Singapore will constantly be in a state of struggle, even if this is purely philosophical. being a small nation state, we will constantly be looking out for threats, constantly trying to leverage to survive, constantly looking over our shoulders- as a government, as a people and as a country. so it goes, and evidently we see that we will continue to hustle, continue to worry about material needs. Self actualization is being able to transcend and to move past our material needs, perhaps becoming highly involved parents, contributing to our community, our globe, climate warming, pursuing egalitarianism etc - pretty much stuff you don’t read or hear about here. So my view is this; for the enlightened, Singapore is temporary for the Singaporean. Educate yourself here, bathe yourself in the positive image the country has around the world, for guys, serve your NS do your duty for god’s sake!… then GO! Leave and pursue self-actualization in another country; NZ, Canada,US,Europe- pick your poison really. Just get out of the Truman show that you are living in! Granted there is no perfect country but at least put yourself in a situation where your new country possses a bigger economy and has sizeable political and military Muscle on the world stage and Definitely void of the elements that would require it to only rely on an insatiable economic growth appetite. Go live life the way it’s supposed to be lived. Then, watch, allow & wish well those from lesser developed countries around singapore to come to Singapore to improve their lives. They will contribute to the Singapore’s economy and they too will leave in time to self actualize and then the cycle continues. I know it sounds bleak but this is the people conveyor belt that will have to accept. If you re-watch these and any other debates on similar topics with this new mental frame then it certainly becomes far more amusing but also understandable why the hunt for a solution will always be perpetual while the metrics to measure will have to follow suit to policy, not the other way around. I will leave you with a poem I learnt in secondary school written by William Henry Davies. Like many Singaporeans growing up in the 80s I latched onto such simple ideas of life only to find that these will always remain only ideas in my truly beloved country… “What is this life if, full of care, We have no time to stand and stare. No time to stand beneath the boughs And stare as long as sheep or cows. No time to see, when woods we pass, Where squirrels hide their nuts in grass. No time to see, in broad daylight, Streams full of stars, like skies at night. No time to turn at Beauty's glance, And watch her feet, how they can dance. No time to wait till her mouth can Enrich that smile her eyes began. A poor life this if, full of care, We have no time to stand and stare.”

    Q) Why it's called CECA and not just called FTA with India as with other countries? Ans) because it is predicted that India may grow as the next economic superpower, supply chains in the post-pandemic world are changing. Western countries reject China and inclining towards India; we have to benefit from this economic shift. Do you think the Singapore government is foolish in negotiating FTAs and economic cooperation? Please understand that we are Import driven economy (food), and we cannot lose any tangible chance. Hence Singapore will take advantage of the global supply chain adjustments and act accordingly.

    I agree FDAs in general is good for Singaporean, but CECA is not a fair FDAs for Singaporean. India citizen and Singaporean Indian are not the same group of people. We should treat all Singaporean the same, but Singapore gov should treat Singaporean better than Indian citizen. We are not racist, why did minister link CECA to racisim.

    I FULLY AGREE with Mr Leong MW of PSP on all the points brought up! He has explained clearly its not about racism or xenophobia. Our PMETs should all be employed as PMETs, not as Grab Drivers, except on medical grounds. When we have more jobs than our work force can fulfill, then only should we turn to foreign grounds. Abolish CECA! Abolish CECA! Abolish CECA!

    as a singaporean chinese PMET, i STRONGLY disagree with you. i do not want to work with other singaporean PMETs if they are underskilled this only undermines our competitiveness comparative with other countries, if they are too underskilled the government should provides upskills incentives to bring the edge to the singaporean core which includes indians/malays/chinese of singaporean descent. by singling out CECA instead of all the other FTA, YOU ARE TARGETING AND HURTING my FELLOW INDIANS FRIENDS i GREW up with, i reiterate this again you are racist, AS a locally born and grown SINGAPOREAN, i am disgusted that i share the same place called home as you.

    PAP challenged PSP to debate about CECA. CECA main issue is about India Indian working in Singapore. PAP should use real concrete data to explain and to convince to debate the issue. Instead from day 1, after PSP accepting the challenge, PAP have been using racism and anti-foreigner label to do smearing and to avoid real discussion and debate. If PAP do not want to discuss about India Indian working in Singapore from CECA, they should amend CECA with India, not by playing racism card.

    Why is CECA an issue if other FTAs are not? We have way more Malaysian FTs than Indian FTs. Your only issue is seeing Indians in management roles which goes against your racist views reinforced by your historically-prejudiced perception against brown people.     Please explain how come 871,800 Singaporean take home < $2,400 and 122,900 unemployed. This amount to close to 30% of our population. Talk is cheap, easy and worthless.     Are those jobs offered to overseas foreign talents advertised in Sg govt jobsite (My Career) for at least 2 weeks as openings to local talents ( as Sg MOM guide requires Sg employers to follow prior to forei recruitment of foreign workers). Are these recruitment of foreign talents get exemption from MOM requirenents. One can only see that job postings in Sg govt job website 'My Career' are all relatd to jobs that offerred range of salaries from sgd 1600 to 3000. Sg MOM guide states that the minimum starting salary is sgd 2500 for SPASS (executive grade), & sgd 4500 for EP (Emplyment pass for Foreign Professional / talent).

    I met several Japanese Senior Engineers who copies our Singapore Standard Code of Practices and brought back to their home , Japan. Their electrical standards are basically American's while ours British. Again Japanese gained talent in Singapore . The talent they gain benefits their country.

    I did not bring tons of skills and tons of talents from Burma when I flew to Singapore on 29th March 1981. I trained myself and also my employers and Singapore Government trained me to be prepared for economic turbulence and taking up challenges.But I was surprised that Woodlands Health Campus site was like Metro Manila.

    In Singapore we have world class education centers and we faled to produce enough BIM Modelers which caused an ASEAN countrymen dominate (60% or more positions at WHC Project were occupied by them)

    But what is Hands on Experience? When I was only engineer to handle the Generator Power Supply project for a Hospital in Yangon, I attended all the meetings. For soil improvement, piling or no piling, civil and structure, diesel tankage, mechanical, of course all electrical matters. I represent the owner and consultant was local Singapore. They asked me what engineer are you, Adam? I think a minute and replied "General Engineer.

    Regarding "this debate", in my opinion, PSP sounds racist in their thoughts (esp., the old guy - unquoted) and just raised the issue to corner the PAP government by using public emotions. Please understand that Jobs Loss and Unemployment Stress is arising due to COVID across the globe. Ofcourse, we should not forget that no one can stop talented ones from securing a job. Singapore is the best country, and the government is managing well.

    As a Singaporean working under foreigner superiors I've suffered my share of disheartening descrimination. But I saw my grievances heard & swiftly acted upon by the government, the MOM in particular, and experienced first hand the privilege of being a Singaporean. Now I just wish to express my appreciation & gratitude & I firmly believe that Singaporeans are in safe hands (albeit I'm speaking in my capacity only as the 'T' in PMET 😐)

    In real life Singaporeans live on top of all races under foriegn companies or NMCs, Singaporeans apparently suffer most on Singaporean or Malaysian owned Companies since they have to be equal with other foriegners working 9-10 hrs a day Monday to Friday and most of the time every Saturday half day!

    Just an academic speech from lw. Citizens have experienced real life issues at work, trying to get a job, being discriminated against, being sidelined and short changed, a significant portion of us working in MNC's or have worked for them know this is real and not something to be debated and proved. So they can continue to debate and judge the citizens voicing their disappointment at the discrimination created by flawed Labour policies. It doesn't matter as soon there will be more voting against this party who doesn't want to listen but just debate and judge.

    Haiz, Our Gov can’t rejected those companies that can’t make it SME, can’t understand why? Since they can’t afford to pay more or reached the higher tier of salary towards employees why still let them operated, let more MNC companies come in to operator. Because It a negative cycle history repeating itself raise of GST to 9%, how many young Singaporean can afford HDB and able to service their mortgage loan that recently been increased. I am a young Singapore, I see no point in putting effort to Singapore, as majority of SMC not willing to up skills the worker and courses are very costly if a lower and medium income worker not only need to pay for his or hers necessary expenses.

    @@jokerr3824 Singapore's best software engineers are poached by Silicon Valley and are paid extremely well compared to other Singaporeans. Computer Science in Singapore is an extremely difficult degree. Why would anybody study it to receive the same low wages offered to graduates from other easier degrees? Singaporeans want to work in tech, but they don't want to work in the tech jobs that FTs are taking up. You are ignorant and base your arguments on silly messages that circulate on your xenophobic Whatsapp groups.

    @@jokerr3824 Computer science is literally the hardest degree to get admitted to in Singapore and has the highest drop-out rates as well as the highest starting pay. Maybe you haven't realised but people don't use punch cards anymore so that's not relevant. Also, Singapore has very mediocre pay w.r.t. these industries when comparing to the US or even China.

    I sincerely request the Government not to use Foreign Talents at all. Now most of the HR departments of good companies use the term talents, talents, talents. Rather use to train and retrain and re-re-train on the Job. No Single nationality has God Blessing Talents as birth Gifts or Birth Right. Those countries produce talents because they invested in their own Human Resources rather than looking into importing Foreign Talents.

    Actually the stories I've heard are from taxi drivers. Most I chat with, a handful of them used to hold high, or executive positions in their specific fields of work. Some, are also highly educated too. But they had to result in a career switch for not just his or her livelihood, but for their love ones too. Don't shun away from this topic. There must be a reason why this subject is brought up again. Go, take public transports, see , observe , and listen to what Singaporeans have to say.

    We Built several hospital in Singapore and Woodlands Health Campus is not entirely very special but there is some new techniques introduced. However I was the M&E Coordinator who detected the fault line. But the Korean national was so powerful and he remove me from the site. His seniors , perhaps, cannot control him too.

    BIM is skills and we do not need our boys and girls to obtain master and Ph D degress. Our ITE's can pick our own talents . Those who plays computer games may have talent in BIM Modeling.     It's not racism and xenophobia, why not do a survey about whether they integrate with Singaporean. In my work place, they do not socialize with local team and instead create their own social circle - same goes in my neighborhood.
