In my area above a certain square footage along with all commercial work we can only use MC or conduit. No NM cable.

If it is a privately owned building that isn't used for commercial use then Romex is sufficient. I don't know about this specific building but this lady prides herself in a job well done so I'm confident she did what was required.

Looks nice but I rather use MC cable instead of romex cable Rats love chew the romex cable.

Exposed Romex instead of MC/BX cable like you should be using on a unfinished building. Contractors now days will cut corners wherever they can just so they can pocket more money

Agree but they are probably out in the sticks with no jurisdiction to check work.
