Dumbledore did this because Harry's mother died for Harry And Harry was saved due to protective charm by his mother And petunia was the sister of lily Potter So Dumbledore thought there is same blood in both the sister And Harry could be safe till the time he remain with his aunt Therefore when in the fifth book or movie When dementors attacked Harry She told to remain inside in his aunt house Because no one would harm him there This all is mentioned in the book Harry Potter and the order of phoenix Second last chapter You can read and you would be able to understand better

Same goes for hagrid, he did so much for harry, nothing for him. Remus, though he named his daughter after him 'luna'. But 95% thinks it's after luna lovegood, he could have used his name directly.
