Materials:
3 pieces of square 19 gauge dead soft wire, 19 inches long each
18 gauge half-round dead-soft wire(just keep it on the spool and use as needed)
1 cabochon, mine is an oval Iolite Sunstone about 22mm tall

yes you can, it will just make your hands dirty when using it to wrap, but otherwise will work

Can you use 18 gauge wire instead of 19?

yes you can
I've had better luck with rings leaving extra half round on both ends of the wrap. I'll leave one end a little longer than the other, but I have them meet under the stone.
Can you also use round wire instead of flat?

you can, but you just need to do a weaving pattern with it instead of wrapping it around and around
