I strongly suspect that those letters are section letters and the outcome of the race depends on how much spirit they show in each section.

Any time a copyrighted song is played for an audience in a commercial setting, the artist(s) and songwriter(s) are owed royalties. So as long as the venue is big enough to get noticed, they'll pay. So yeah, they're getting paid when the song plays at the games, and they get paid even more if it gets picked up by the TV broadcast.

It's already awesome but it would be even more awesome if the crowd kept it going after the music cut. "I'll serve you ass like John McEnroe If your girl steps up I'm smackin' the ho"
