The thing about People Power, which you could argue was his one true success, is that it only worked to the degree it did because of the reputation that Johnny had gotten to that point. You really believed he was this incompetent official promoted beyond any standing that he deserved, with a smug and slap worthy face, because he was that and had all that and so you wanted to see some babyface get one over on him and knock him out.
