They expect an attack on their nuclear installations. It's not only logical but also responsible to shut them down to avoid radioactive material getting released when hit. That's the part nobody is talking about. Hitting these installations can also cause a nuclear catastrophe comparable with Chernobyl. It's not something that we should take lightly.
