It's not simply a matter of what Government's decide. The Iraqi Government has little or no control over the vast Shia militias in the country. Likewise, the bulk of the population in Bahrain is Shia, ruled by a small Sunni minority. If Iranian-backed militias in these countries attack Israel, then they might be drawn into a wider regional war whether they like it or not. Also, relations between Turkey and Israel are strained and Turkey backs Hamas, as does Qatar. You should have contextualized that this stand-off started with the October attacks on Israeli civilians by Hamas and the recent provocation when Israel destroyed the Iranian consulate in Damascus. This is not as clear cut as you might think. Utlimately, it depends on the Israeli response: measured, or out of proportion?
