This iPhone 11 was dropped in which was stuck in recovery mode.
The customer had tried to wipe it and give it to their child but after reset the phone had jumped into recovery mode.
This is usually down to the useless design of modern iPhones where the board is made in two halves and then stacked onto each other and soldered together.
What then happens is any slight bending of the phone or it being dropped cracks the solder joints, when then disconnects parts of the motherboard.
If you strip the phone and split the board you can then re ball it and solder it back together again.
