Inverted Sentences | Verb Before Subject
An inverted sentence occurs when the verb comes before the subject. Inversion is common in interrogative sentences and when adverbs or adverbial phrases, modifiers, and conditionals like so and such begin the sentence. Examples are given.

Still confused🤔..."Tom it was who blurted out: Where now, poor teammates?"......how do you rewrite that into natural form???????

The main clause is not inverted but it does not sound natural. Better to say: It was Tom who blurted out. As for the second clause, Where now? is not inverted either since "where" serves as the subject.
