I own a similar build (i7 4790S, 16GB 1600Mhz CL9, GTX 960 2GB) and I must say that if spend enough time optimizing W10 and OC this build still worth it 👍

I have same processor i5 4460 with board asus h81m-e with 8gb ram.i could say it can still kick off the gaming chair depends on your build gtx 1050ti will do,cheaper 😅

should be ok for some 4k footage video editing, some camera 4K footage is problem for old graphics card and processor

its more than enough! stock cooler sometimes work better. i use stock cooler on my i3 12th gen and it work pretty well

It depends how much you love your pc. I think you need think about 13 gen cpu and new pc. If your pc worked so long with stock cooler i not think that you need extra better. Remember just 1 thing if you have good airflow in the case and good cpu cooler that give for all components pc more long life, like Psu, motherboard, cpu. Thats for your future pc info. I hate stock coolers ,because they to lout and not very good. I like silent coolers and silent pc.
