Inside California’s Black Market Weed Boom

California voters approved recreational marijuana five years ago, joining a club that has now grown to 18 states and Washington, D.C. The hope was legalization would eventually put illicit operations out of business. But instead, the opposite is happening: The underground market is booming, causing some to warn the regulated system is teetering toward collapse.
Business owners face steep taxes and costly red tape, and consumers are finding that better deals can be had outside of licensed stores. We embedded with law enforcement during raids of outlaw operations and spoke with illegal growers and dealers about the market realities in California’s weed economy.

    Psychedelics saved me from years of uncontrollable depression, anxiety and illicit pill addiction. Imagine carrying heavy chains for over a decade and then all of a sudden that burden is gone. Believe it or not in a couple years they'll be all over for treatment of mental health related issues.

    I've got a growing resentment towards the government and the people of China who benefit from and contribute to the manufacturing and distribution of narcotics to America.     Because the state will take the product and sell it to a legal dispensary and rake in the profits. They'll wait till it's almost time to harvest before making the bust, so they don't have to grow it themselves. That's why those counties will hold it illegal to grow. They're also some of the most corrupted counties in the nation.

After spending hundreds of thousands of dollars to convert Long term prop 215 medical/Collective operation to a recreational prop 64 compliant company we were met with nothing but roadblocks and then what turned in to be a full-blown raid with absolutely nothing but registered cannabis we were robbed for thousands of dollars hundreds of thousands of dollars in product that we were paying taxes on. Keep in mind nobody was arrested nor were we charged with any crime or even given a fine they just robbed us left us broke and moved onto the next victim. As far as your testing you might wanna do a little more research because those labs are all just as crooked as the council members who approve business licenses and permits. You have no idea how many of those no chemical grown cannabis products you’re buying are 100% not pass the test you slide a little money in the right direction and it all passes.

    NO one is gonna pay for overpriced weed, it will never stop because the people who own the weed shops charge 8x's or more then its worth because they have the control. The problem is retailers charge waaay to much , if you want to fix the problem you need to fix the prices , it is really that simple. No one is gonna buy illegally if the shops charge about the same price . Who owns the most licenses for weed farms? the same guy who made marijuana illegal for the past 40+ years.

    My take away is that the California system can only favor serious big money investors because they can survive better in a low net profit business environment. Cuts out the smaller growers just fine. Besides, most small operators don't have the ability to borrow serious start-up capital to have a compliant grow site and associated fees.

    Really just depends how greedy the lawmakers are in a state. In Oregon, prices are lower than I've ever seen. Period. No illegal grower could compete. I literally bought a half OZ for 17$ from the dispensary the other day, and it was fire 😁

    @@Lugtastic yeah Oregon is weed heaven lol. I still get blown away by some of the deals I get. I can get half Oz's for 25-30 on the regular, and sometimes I get even better than that. It's most because the state didn't cap the number of growers. Anyone can start a cannabis company and the permits are cheap. That means there's a ton of supply. Works out well for the consumer 😁

    As a former Californian, the golden era was medical use from mid 00s up to when it was legalized (government controlled). Once Uncle Sam took his slice, prices have never gone back down. I'm proud to say I never voted for government control.

    thats just at the shop.. we have another 25% on gross from the grow to the shop, plus renewal fees from 12 different directions at 20k/yr.. taxes in cali or colorado are truly 70% of gross.. not on profit like the rest of the country.

    Actually, many of these grows are not established black market grows. Many are new. Eastern Europeans, Asians, North, Central and South American. Oh yeah, Americans and Canadians too. They aren't at all like the hippies of old. They are criminal enterprises taking advantage of a system, that is taking advantage of all of us. Federal legislation would be wise to legalize cannabis. Or this cluster screw will just grow and grow.

    @@austinblackburn8095 I feel that the best way around excessive taxation of cannabis, on both the Federal and State level, will be allowing individuals to grow there own. I really wasn't addressing taxation. It is after all an easy plant to grow. Not sure how you felt my comment was addressing the taxation issues. I can't access medical in my state, so I'm paying through the nose for edibles I use for medication. Hopefully, States will allow individuals to grow what they need. Like laws Virginia passed recently.

    I mean ok so there is some truth to it. You get weed plants sprayed with, essentially, liquid spice. So people get physically dependent on the "weed" and don't want to go back to normal ass weed. Just look up the Vice documentary about the German drug dealer that wants to quit. I don't mean that EVERYONE growing illegaly does it but it is absolutely spreading.

    I'm a legal grower in CA. Grew illegally for many years exactly like Doc, and made the switch in '17. The system is absolutely fucked. ~70% tax rate (seed to sale), exorbitant licensing fees, land use requirements, unfair competition from the black market, etc etc. We've consistently harvested larger and larger canopies every season, and every year it gets harder to make ends meet. The annual black market flood came early this year and we literally had to shut down operations 2 months ahead of schedule and let 1000s of pounds rot in the field because we couldn't sell anything. Hard to compete with 400$ lbs when your cost of production isn't too far off from that...

    The true answer is to just leave it at sales tax. Think how messed up it is that tobacco and alcohol are able to put poison on shelves and are not required at ALL to list the ingredients on their products. But legal weed needs to undergo strict testing and is taxed at more than twice the rate.

    Just like every other bill California passes, the state missed the mark completely. The point of making cannabis legal is to ensure the safety and integrity of the grow in a market already oversaturated with black market product, not to bottleneck the industry to tightly that it is only benefiting those in political power who get a cut of the tax revenue.

    @Flicka Flame Exactly. It's not so much an illegal marijuana issue as it is a human trafficking and associated crime issue. Out here in southern Oregon, the cartel will come to legal grow operations, threaten the growers and their families, and then will take over. All of this over a plant that the government has stigmatized to the point where people are getting killed over it.

They cut corners to produce the most amount of flower in the shortest amount of time possible. Then they wonder why the supply begins to outpace demand and their ounces start selling for 110.

    You’re missing the point of all this, legalization has obviously just created more issues because “legalization” is just for monopolistic gain, you get cheaper weed at the underground seshes because it’s locally grown, I’ve gotten some shitty bud from the actual dispos.     Me & my best friend lost millions in property because we were growing weed. Our property had noting to do with weed we had tenants they were apartment buildings. It fucked us both up for a long time I left the United States because of it. I didn't want to live in a country where everything you worked for for years can be taken by the government overnight. The cops told our tenants to stop paying us rent while we were fighting in court and still owned the buildings. My friend had to move back with his mom and live like a broke kid again. Shits messed up now it's legal in Chicago. We are just getting back on our feet legally in Colorado. People want to smoke and someone has to grow and cure it.

CA really needs to overlook the ways it's handling of the legal weed market because I think there's a reasonable taxable and regulated middle ground that doesn't stomp out well intended growers.
