Indus Water Treaty: Past, Present and Future | Dr. Hassan Abbas

What is presently contained in the Indus Water Treaty (IWT) is one thing, but how that content came into being is another - and seldom talked about. This session connects the history of IWT with current political situation and extrapolates future scenarios which offer both the opportunities and threats. Finally, the session would cover some recommendations and way forward.
About the speaker:
Hassan Abbas holds a PhD in hydrology and water resources from Michigan State University, in the US, and has worked in the water sector across three continents. In Pakistan, he was appointed as the first UNESCO chair for Integrated Water Resources Management. Currently, he is engaged in master planning for water supply and storm-water drainage systems for major cities in Pakistan.

    India closing the canals on 1 April 1948 was not abrupt like mentioned by Dr. Abbas. It also had a historical context for example 1st war between India and Pakistan in October 1947.

    I can understand India closing some canals but main flow of the river cannot be stopped else there would have been floods in Indian side.

    ​@@sarvesh704 Dr. Hasan don't know that river belongs to Jammu and Kashmir as Sui gass belongs to Balochistan and furtile land belongs to Indo Pak Punjab so the beneficiaries must be natives of that land where the resources belong. If Pakistan gov sell sui gass or Indian gov sell Coal of Bastar to china then china would have to pay money or services to that country or state. So water is not just the freebies things but a precious natural resource like Sui gass. You can't say that we have been beneficiaries for years by indus naturally so we don't need any treaty. Similarly , it is also applied on depence of Kashmiris and Indians to Punjabi resources and trade routes to central Asia for Indians people. Mr. Hasan is claiming water of Ganga and Yamuna , the question is did he ever read Independence act 1947. It's the partition of British India land not natural resource. Afterthat the muslims denied to go Pakistan even many league leaders didn't go there and Pakistan closed the doors for them. So Indian muslims can claim thier demanded motherland Pakistan because Pakistan violated the Indian independence act 1947 and it can fuel hindu Rashtra movement in India.19% muslim of British India got 30% land afterthat they made islamic nation and denied to leave India. And the second things that any agreement between any country are valid until their parliament or senate don't pass any legislation against treaty. For example , USA cancelled nuclear treaty with Iran unilaterally during Trump era. So We have given our 90% water to Pakistan So Indian parliament has also right to refute any treaty via parliament as Pakistan violated in East and West Pakistan of Nehru Liaqat pact. The third things is flow of wastage of Indian side to Pakistan. So it's obvious things. Because of slope towards Pakistani Punjab. We can disscus and give repression to Pakistani gov. Similarily , Pakistani gov should also pay for Crops Residue burning because because the western wind push it towards Indian Punjab and Delhi states. So first of all We should sit together and talk with mutual respect on indus water treaty honestly in all perspective including climate change and your wastage issues too because glaciers are melting very fast. So I agree that India water treaty is a fraud treaty , Indian gov should reject it as far as possible. The kashmiri people should be paid money by lower riparian India and Pakistan on the basis of consumption of water on the individual basis. The main flow can also be diverted to make more dams on eastern side of rivers and it would not have been any chance of flood .We can do same things on indus as China have been doing on brahmaputra.

    @@sarvesh704 Main flow was never stopped, because, India did not have the mechanism to stop the main flow. For that you need dams and reservoirs, which were not yet built at that time.

Both countries, and their people, must understand this philosophy of respecting and managing a river. Both countries must shun outdated political and governance models of the past and embrace modern concepts of sustainability and cooperation. And most important, it is time to think above prejudice for a better future of coming generations in both countries.

    For the uninitiated, the Indus water treaty gave 82 perc water of the total Indus water system consisting of six rivers(Indus, jhelum, chenab, beas, satluj, Ravi) to Pakistan and only 18 perc of the same to India, waters of Indus jhelum and chenab were completely given to pakistan despite the fact that four of these six rivers not only originate in India but play a major role in livelihood of the people. Such biasness towards a lower riparian state was incentivised through world bank because US wanted to woo pakistani political class in 1960s. States like Punjab, haryana, Rajasthan, Jammu and Kashmir, Delhi as well as western UP which combines to form a region equal to pakistan both in area and population were given only 18 perc of water from these rivers while pakistan with similar area got 82%. This resulted not only in deep ecological problems but political as well. The water table in state of punjab and Haryana dropped drastically, agriculture became tough and water sharing agreement between states started getting troublesome because there was not enough river water for rejuvanation of water level since canals and river interlinkings can't be done acc to IWT. New storage dams and energy projects were also not allowed which could help sustain the farming and ecological needs of northern Indian states. This lead to a new wave of political uprising since there is not enough water for Punjab so how come they share it with Haryana and Rajasthan. Projects like SYL, RILP etc remain halted. The treaty needs not only to be relooked at but important ammendment should be made so not make people from one side feel cheated and avoid future conflict and war between two states. Both countries needs to sit down, ammend and divise plans to more sustainably share and utilise these waters.

    @@2537Hassan Yes Rivers dont belong to political boundaries but the agreement to share the resources of river should be fair and equal, it should not cheat people from one side whether it is lower or upper riparian state. Also Quite nice of you to say all these big words of embracing modernity and sustainibility etc when its your country who is getting a better deal out of the treaty. Say that to people of Northern Indian states who with a similar population and area got only 18% water from the whole Indus River system, say that to the farmers deprived from river water which only originates from their land, say that to people of Rural Rajasthan who never got a water canal they deserved, say that to people of Haryana and Punjab fighting over SYL. It is better that Pakistan understands why ammendent in the treaty is required, the problem is taking centre stage in India and sooner or later India will be forced to act on its own.

    Not right now, learn from China(salami slicing strategy, keep taking resources little by little without starting a conflict). Pakistan is struggling rn, India should just keeping building small infrastructure silently, start utilising top 3 river waters. Pakistan won't start a conflict in their current condition for 1-2 small infra. Keep building it, when Pak becomes strong or have other countries support, just sign a deal, pay em some money n it's over. In future they can't ask India to destroy those Infra, India can play victim "1.5 billion people, no water to drink, harvest,....).

    @@anishsingh7284 As the treaty was negotiated, it was between 1 unit of India (east Punjab) and one unit of Pakistan (west Pakistan). This is the official language of the Treaty. West Pakistan was 10 times bigger than East Punjab.

    Besides this, the notion of 'who gets which river' is wrong in the first place. Water belongs to the rivers and not the political jurisdictions. Ecological integrity of the rivers should have been maintained and should be restored for future cooperation between the two countries.

    Wait, so, India, catering to a much larger populace, let go its demand on western rivers and Pakistan, whose agricultural loss would have amounted to just 5% by forfeiting its claim on the eastern rivers, didn't agree to the formula and somehow Pakistan is the victim here??

    Pakistan has got 80% and India 20% with the provision that the rights of India in western rivers to be protected. India has also right to use western rivers for non consumptive use.

    This is the most absurd stat used with respect to IWT. It measures Indus at Attock with 93MAF of flow. Out this 93, not less than 20 originates from India, rest it originates from glaciers in Pakistan, Hidu Kush Mountains and Afghanistan. By no means India can draw that water and even the small percentage of Indus in its headwaters in IOK, it is next to impossible to draw that water towards Indian Punjab given the difficult mountain ranges in between. So the 93 MAF which neither passes though India nor can be withdrawn by India is condescendingly added to the total water to make India's %look small. Else it can be said that Pakistan, out of great generosity, gave complete Ganga and Yamna to India. Lets be real and understand rivers and geography their geography - above politics and prejudice.

    I like the conversation, irrespective of what treaty has to offer. Also agree to let rivers flow uninterrupted. Get some concession from pakistan for not interfering in india affairs . Also jointly produce dams and generate electricity to be shared by both countries.

    Classic Victim Card theory based on flimsy stories questions that remains answered 1) why pakistan agreed to so called stand still agreements 2) why pakistan not disputed construction of dams in india 3) why pakistan did not construct its own dams 4) why pakistan did not go to international courts in past and even now .

    Greetings from Mumbai. Guest speaker comes out as learned, well informed, articulate and future looking person. Without contesting his comments on the past & present on Indus treaty ....what was i interesting future picture. We can't undo the past, but we can learn from our past and also how others have tackled water sharing. Only way forward both for India & Pakistan is to live peacefully, share water, drains, rivers for benefit of people on both sides...keeping environmental concern at top of list. World laughing at both who are squabbling like immature kids. Fully endorse views of the guest to develop inland water ways through Indus etc...si India can use them for transit exports from hinterlands like Punjab, Haryana in India to rest of world. It's win-win situation. Pakistan can invite EU, Americans to invest . Great idea. Let's pray some bold, creative, out of box thinking leader emerges to take such positive decisions . Regards

    From the Indus System of Rivers, India got nearly 41 billion m3 at 16% whereas Pakistan got nearly 218 billion m3 at 84%.[7][50] However India can use the western river waters for irrigation up to 701,000 acres with new water storage capacity not exceeding 1.54 billion m3 and new storage works with hydropower plants (excluding permitted water storage under unlimited run of the river hydro projects) with storage not exceeding 2.0 billion m3 and nominal flood storage capacity of 0.93 billion m3.[13] These water allocations made to the Jammu and Kashmir state of India are meager to meet its irrigation water requirements whereas the treaty permitted enough water to irrigate 80.52% of the cultivated lands in the Indus river basin of Pakistan.[51][52] The storage capacity permitted by the treaty for hydropower generation is less than the total annual silt that would accumulate in the reservoirs if the total hydro potential of the state was to be exploited fully.[citation needed] Pakistan is also losing additional benefits by not permitting moderate water storage in upstream J&K state whose water would be ultimately released to Pakistan for its use and avoid few dams requirement in its territory. Ultimately, J&K state is bound to resort to costly de-silting of its reservoirs to keep them operational. Whereas Pakistan is planning to build multi-purpose water reservoirs with massive storage for impounding multi-year inflows such as 4,500 MW Diamer-Bhasha Dam, 3,600 MW Kalabagh Dam, 600 MW Akhori Dam, Dasu Dam, Bunji Dam, Thakot dam, Patan dam, etc. projects with huge population resettlement.[13] In case of any dam break, downstream areas in Pakistan as well as Kutch region in India would face unprecedented water deluge or submergence as these dams are located in highly active seismic zones.[53] However, India derives military advantage out of IWT as its scope is confined to the Indus system of rivers (both eastern and western rivers) basin area located in India and also in Ravi and Sutlej basins located in Pakistan per Articles II(1 to 4) and III(2 to 3) and the IWT deals only with the sharing of water available/flowing in Indian part between Pakistan and India.[54] As per the IWT, Pakistan bombing / destroying dams, barrages, power stations, etc. located in Indian part of the Indus system of rivers is violation of the IWT which can lead to abrogation of IWT.[55][56]

    Nope. Dr. Hasan don't know that river belongs to Jammu and Kashmir as Sui gass of Balochistan so the beneficiaries must be natives of that land where the resources belongs.     I find discussions interesting. Instead of dams Pakistan should explore the option of diverting river waters through pipes. Those rivers are perennial. At the most Pakistan might have to build some small reservoirs near the human population to store the water. This way we get to keep 100 percentage of Eastern Rivers and 7 percentage of Western rivers. This is indeed a win win formula.

    World Bank, China and local corrupt governments promote large dams, which are ecologically destructive and economically unsustainable. Large dams are the main drivers of corruption in governments. Following are the alternative minor irrigation methods, which are less expensive, distributed and economically sustainable. Indian subcontinent gets a lot of rain during rainy season. It should be stored smartly to last for the whole year. 1. Revive and build tanks, lakes and ponds. 2. Instead of building dams, implement Solar Powered Lift Irrigation, which can irrigate lands throughout the rivers on both sides of the river. 3. When we extract ground water through borewells, we should recharge them with recharge pits. 4. During flood seasons, using high powered water pumps, pump the excess flood water to lakes, ponds and charge ground water in upstream ground.

    Dr. Hassan Abbas's concluding remarks in the last 4 minutes are a blueprint for us to work on. The question answer session of 40 minutes was very interesting.     The Indus Water Treaty needs revision to modify its current one-sided distribution of water resources - that is about 80% in favor of Pakistan. India has honored this agreement despite being forced to war or subject to terrorism by Pakistan on multiple occasions. Time has come when India needs to take better care of its northern states through which the waters of the Indus and its tributaries pass where water tables have been falling. The fact that Pakistan has failed to invest resources on flood-water control and is still subject to the vagaries of climate in terms of producing enough food to feed itself demonstrates that Pakistan has not given priority to treating water as a precious resource that needs good attention and management. Indian farmers should not be penalized for this mismanagement by denying them water.

The the question is Can India use the whole water for consumption even if what is flowing to you is consumed wholly in India before it reaches Pakistan?. Will you agree to that?     @@HimanshuShukla0802 Rivers don't belong to political boundaries - from source to delta a river is complex and connected ecological integrity. It only belongs to the landscape where it flows. Both countries, and their people, must understand this philosophy of respecting and managing a river. Both countries must shun outdated political and governance models of the past and embrace modern concepts of sustainability and cooperation. And most important, it is time to think above prejudice for a better future of coming generations in both countries.

    This video has some hugely erroneous facts. Key one is that the topography of western rivers cannot be changed and is too costly. A cost of US$ 6 bln was made for the Kishenganga tunnel. However that was was than US$ 200 mln. So diversion of water is possible. Storage of water is limited by treaty so India are constrained to make all dams as run of the river.

    This so called expert is either misinformed or deliberately telling lies. Pakistan has no right under common sharing to waste the water which it has been wasting after the treaty. secondly India ,has the right to make run of the river damms on western rivers upon which Pakistan raises frivolous objections. That is why the treaty should be revisited. Pak has no money to make dams but objects to India making upon it. Pak does not deserve a drop of water due to its actions for the last 75 years.

    Trains full of dead bodies of Sikhs and Hindus were entering in Indian Punjab from Pakistan everyday and in return Pakistan was expecting free flow of water from same Indian Punjab. Though water supply was never stopped in actual only threat was given.

    I'm not agreeing with you sir . Because waste drain( budda nala) from Ludhiana end up in satluj about 30 km from Ludhiana. Same as well from Hoshirpur and Jalandher waste drain end up to beas river before Harike head. All water from Harike distributed to Rajasthan and some to malwa regions, Pakistan not getting any wasted drain water. Satluj is dry after Firozpur head.

    Lol Nope. Dr. Hasan don't know that river belongs to Jammu and Kashmir as Sui gass of Balochistan so the beneficiaries must be natives of that land where the resources belongs. If Pakistan gov sell sui gass to china then china would have to pay money or services to that country. water is not just the freebies but a precious natural resource like Sui gass. Mr. Hasan is claiming water of Ganga and Yamuna , the question is did he ever read Independence act 1947. It's the partition of British India land not natural resource. Afterthat the muslims denied to go Pakistan even many league leaders didn't go there and Pakistan closed the doors for them. So Indian muslims can claim thier demanded motherland Pakistan because Pakistan violated the Indian independence act 1947 and it can fuel other hindu Rashtra movement in India.19% muslim of British India got 30% land afterthat they made islamic nation and denied to leave India. And the second things that any agreement between any country are valid until their parliament or senate don't pass any legislation against treaty. For example , USA cancelled nuclear treaty with Iran unilaterally during Trump era.
