The agreement wasn’t “renewed “. It was signed. Renewal implies existing agreements which didn’t exist.

US looks after its interests even to the extent of merging war in different parts of the world and often taking part in them, so also other countries look after their interests. Why should any sovereign nation get permission from the US to deal with other sovereign nations. After all are they not shouting “America First”? So be it with other sovereign countries.
