Simple problem is that Pakistan gdp is much less bit they try to match India army budget. Second around zia dictatorship(pak per caita was greater than India) zia focuses more on theology and religion and less on university college. Pakistan turn to theology. This lead to their decline in long run. Investment in school college give result in long run. You cannot survive the country with religion. Look at their school book. Look more like islamic study then science.
