Always pay the PayPal fee. What's 3% more to insure your purchase for 180 days if something goes terribly wrong. Also double up your protection and use a credit card through PayPal. Absolutely worst case it opens up the potential for a charge back

Did you try calling from another number. It sounds like he blocked you. That sprint error message "OH 162-56" is a number port, or migration error meaning he either changed his line to not accept incoming calls or he's just blocking you. Try from another line

A lot of the time PayPal puts a hold on the sellers funds for 14-21 days until delivery is confirmed. Pretty sure the buyer can confirm it early to get the funds released, but then your buyer protection goes away. However, accounts with good history aren’t subject to the holds in a lot of cases.

I have definitely learned that sending it friends and family is not worth it to try and be nice. Other people simply aren't always honest like you want and expect. I've never scammed anyone, but people have tried to scam me at least 5 times now for varying amounts. Call your bank and have them reverse the charge if PayPal won't do it. Good luck, Rob! Hope they find him.
