Very unlikely that it's a person working for Treyarch watching him specifically playing the game, more likely his mods would've set off some kind of anti-cheat which got him banned, blame anti-cheat or the better mods that others use in multiplayer instead

People On multiplayer use an rgh or jtag'd console that they also pay monthly for a stealth server. Noah isn't using a stealth server so its easier for him to be detected.
