They're used for "recovering" a vehicle that's immobilized and are also known as snatch straps for the ability to "snatch" a vehicle from a stuck position.

What are Tow Straps?
Tow straps are different from recovery straps and are only made for towing a car. They are made from polyester, a material with less stretch than nylon. This reduces the chances of the car or pickup sling-shotting on the road as you tow it. They're used for towing a "free-wheeling" vehicle behind another, and usually has a hook on each end. These should NOT be used for recovering a vehicle because of the lack of stretch increases the chances that the strap could snap.
