if i wanted to do this in windows 7, it is almost the same process. do i have to add a new user to this PC if i wanted to give access to someone remotely who doesn't use this computer... more specifically can you add more logins to the ftp site with only one user on the PC ?

Yes you can more logins, make sure you give them permissions for that folder and make sure you add them in ftp authorization part.

i dont see a way to add a password for users that dont have an account on the pc...? and also is there a way to add multiple directories or drives without making another one on a different port number?

W10 is good if you have a relative new PC, but W7 is better for older PC's
